The use of communication networks providing some merit for data processing to control automatically critical infrastructure. However, the use of information and communication technology to operate critical infrastructure can cause problems, if the system shut down by cyberattack by other country or some of group hackers. Tallin Manual in Estonia, Malware Stuxnet in Iran^s nuclear reactors, are some example of cyber terrorism, the development of this cyberspace invasion indirectly cause cyber war, and the effect of cyber war is much more dangerous than the conventional war. International Relations Department, Faculty of Humanities, Bina Nusantara University, Jakarta, Indonesia 11480

Abstract

This study attempts to evaluate how the superpowers use arms transfer as a policy tool to extend influence toward smaller or potentially conflicting countries. To do so, the study will investigate the linkage between arms export policy of three big powers, namely the United States, China, and Russia, and the pattern of arms transfer and dependency in twelve Indo Pacific countries. The study will be structured in two phases: First, clarify the evolving concept of how arms transfers and foreign policy interlace. Second, measure the diversification and dependency index of Indo Pacific countries using arms transfer dependence model proposed by Catrina (1988) and Kinsella (1998). This study found the three big powers focused their arms transfer towards its long-time allies. Additionally, the big powers tend to adjust their arms transfer policy to prevent its rival from gaining influence in prospective region. In this regard, some countries are either given the offer of advanced armaments, hindrance toward procuring arms from rivalling state, other or comparable alternatives that allows transfer of military technology towards domestic defence industries.

Abstract

A subfield of sociology known as Science and Technology Studies (STS) is one of the most theoretically dynamic and empirically productive in the social sciences. Its interdisciplinary approach has encouraged fruitful exchanges across academic boundaries (McCarthy, 2013). STS emerged as interest in human understanding of the technologies is growing. As scholars of international relations, we have witnessed the effect of technology in almost every critical event in world politics. The invention of guns, nuclear weapons, drones, biological and chemical weapons, even the Internet gives us evidence of the technological aspect of international history and politics. It has disrupted and elevated the relations among nations and states. Thus, IR theorists utilize the STS approaches to understand this connection better. As one of the products of technological advancement, Internet has been celebrated as the symbol of freedom of information. However, from the sociological and political perspectives of technology, this might not have always been a good sign. I am interested in how technological artifacts are built and the implication of their development in international politics. Whose decisions is it to develop particular technological objects. Is it the designers? The government? The market? What determines the making of those decisions? How should people in the government incorporate technological development in foreign policymaking? Or should they? In this article, I will utilize STS in general and SCOT (Social Construction of Technology) in answering those questions.

Abstract

During the time of the pandemic language learning was limited from direct and personal communications. In order to support language learners to still actively use the language other means of learning needs to be used. This present research investigated the application of free writing as creative means for language learning. The free writing activity was introduced during online learning mode and students were given the time to compose their stories on the topic of isolation. Data from this research was taken from a corpus of 23 fictional writings by students of English Department at a private university in Jakarta, Indonesia. AntConc 3.5.8 (2019) was used to identify the recurring use of lexical items and language patterns used by students. Results showed there were constructed meanings created by the students in their writing. Certain lexical items and structures were used in order to create the feeling, context, and message of isolation. Students as language learners were identified to reuse their vocabularies in order to convey their ideas. It was shown that relative limitation of vocabularies did not hinder language learners to convey their meanings through writing. It was concluded that creative approaches could be used in order to support language learning. Implication on further studies were also discussed from the findings of this present research.

This qualitative research started from situation analysis, continued with problem identification, then research goals and literature review, resulting in a design model that can be used to measure learning tool factors in relation to the learning experience students experience to ensure a fun and enjoyable learning process and effective. There are at least 9 factors in this model, namely compatibility, convenience, self-efficacy, facilitating condition, information quality, system quality, appearance quality, perceived usefulness, and confirmation of expectation when using learning tools.
