Abstract
This study explains how the Budapest Convention became a reference in global efforts to combat global cybercrime from its entry into force in 2004 until 2017 by using secondary data collection techniques and qualitative research methods. Using the framework of global governance that focuses on three (3) aspects- global changes, shifting of authorities, and order in international level, authors found that the Budapest Convention was successful due to its impact in strengthening cybercrime law on national level followed by capacity building and international cooperation between its signatory parties. Authors also found that the three aspects of the global governance must support each other as a framework so that the implementation on national level could be effective.
