Abstract
This qualitative research explored the differentiated instruction strategies employed by teachers in teaching fractions to Grade 2 learners in a public elementary school. Data were collected using a key informant interview questionnaire and through in-depth interviews with purposively selected Grade 2 mathematics teachers and were thematically analyzed to extract significant patterns and insights. The findings revealed several instructional challenges, including learners^ conceptual difficulties in understanding fractions, lack of adequate instructional resources, time constraints, and minimal parental support. Teachers identified professional interventions such as continuous professional development programs, lesson study sessions, mentoring, and peer coaching as essential measures for improving instructional practices. Furthermore, the participants recommended context-responsive teaching strategies, including the use of manipulatives, contextualized and activity-based instruction, group-based differentiated tasks, and consistent capacity-building initiatives for teachers. The study concluded that differentiated instruction in teaching fractions requires not only innovative teaching strategies but also sustained professional support and school-based systems to address instructional challenges effectively. Based on these conclusions, recommendations were made for school administrators, teachers, the Department of Education, and future researchers to collaboratively strengthen mathematics instruction and improve learner outcomes in fractions.

Digital Parenting in Muslim Families: An Islamic Framework for Managing Children^s Exposure to Digital Media Erhamwilda, Mastura, Yunita Sari, Nurul Afrianti

Abstract
The rapid development of digital technology has profoundly reshaped the way children interact, learn, and form social connections. While these advancements offer various educational and developmental benefits, they also pose considerable challenges for parents-particularly Muslim families-who must navigate the tension between embracing technology and preserving religious and moral values. This study seeks to formulate an Islamic-based digital parenting framework that serves as a practical guide for parents in Muslim households to manage their children^s digital exposure responsibly.
Adopting a scoping review approach, this research analyzed 27 scholarly articles retrieved from reputable academic databases including Scopus, Web of Science, and Google Scholar. In addition, Islamic primary sources-namely the Qur^an and Hadith-were incorporated to align the parenting framework with core Islamic teachings.
The findings underscore the importance of integrating Islamic educational principles (tarbiyah) with modern parenting practices such as active mediation, digital literacy enhancement, value-based guidance, and role modeling (uswah). These components are essential in equipping parents with strategies to filter, guide, and contextualize their children^s engagement with digital content in alignment with Islamic ethics.
The proposed framework is not only culturally and religiously sensitive but also adaptable to the realities of contemporary digital life. It provides a holistic foundation for fostering responsible digital behavior in children, while simultaneously strengthening faith-based family dynamics. The framework is expected to inform further research, educational interventions, and community-based parenting programs within Muslim-majority societies and beyond.

Deep Learning Approach in Quranic Literacy: An Effort to Realize Meaningful Learning in Early Childhood Dinar Nur Inten, Dewi Mulyani, Helmi Aziz

Abstract
The rate of Quranic literacy in Indonesia remains a critical issue as of 2025, with data indicating that approximately 72.25% of Muslims are still unable to read the Quran properly. This condition reflects a low level of public interest in learning to read and deeply understand the Quran. In fact, the ability to read the Quran is a fundamental gateway for individuals to develop interest in studying and implementing its values in daily life. Therefore, introducing and teaching Quranic literacy in an enjoyable manner from an early age is essential, as it has the potential to influence children spiritual and character development in the future. This study aims to examine the effectiveness of the deep learning approach in enhancing Quranic literacy among early childhood learners, particularly in fostering meaningful, contextual, Islamic-value-based, and joyful learning experiences. The research employed a quasi-experimental method with a pretest-posttest control group design, conducted on children aged 5-6 years in several Raudhatul Athfal (RA) in Bandung Regency. Data collection techniques included observation, performance tasks, and documentation of learning activities. The findings show that the deep learning approach significantly improved children active participation, Quranic reading skills, and internalization of Islamic values in daily behavior. Children became accustomed to reciting short prayers, showing respect toward teachers and peers, and consistently practicing Islamic manners. These results suggest that deep learning is a relevant and applicable pedagogical strategy in early childhood education, particularly for strengthening comprehensive and meaningful Quranic literacy.

Abstract
The development of pedagogical competence for early childhood education (PAUD) teachers in literacy learning is crucial in the Industry 4.0 era, where educators are expected to be adaptive, creative, and innovative. This Community Service Program aimed to enhance the competencies of PAUD teachers in Pangalengan District, Bandung Regency, through the implementation of the Candaria Model (Storytelling while Creating), a literacy learning method based on Qur^anic stories integrated with creative activities such as drawing, crafting, and dramatization. The model was developed based on a preliminary needs assessment and implemented through a structured program involving intensive training, sustained mentoring, and ongoing monitoring of its classroom application.
A total of 36 PAUD teachers participated in the program and were divided into two groups: the experimental group received the Candaria Model intervention, while the control group continued using conventional learning methods. The program^s effectiveness was evaluated using a quasi-experimental design with a pretest-posttest control group format. Statistical analysis revealed a significant improvement (p < 0.05) in the experimental group^s knowledge, instructional skills, and pedagogical attitudes regarding Qur^anic-based literacy instruction.
The results indicate that the Candaria Model is effective in strengthening PAUD teachers^ pedagogical competence and enriching literacy learning experiences for early childhood students. This model offers a promising approach for future training initiatives, particularly in promoting contextually relevant and engaging literacy education aligned with spiritual and moral values.

Abstract
This research is based on the urgency of improving the quality of Islamic Religious Education (PAI) learning at the Senior High School (SMA) level, which still faces various challenges, such as learning approaches that tend to be conventional, less interactive-collaborative, and unable to stimulate active student involvement. Teachers as the spearhead of learning play a crucial role in creating an interesting, contextual, and meaningful learning atmosphere. Therefore, an effective training strategy is needed to improve the teaching skills of Islamic Religious Education teachers. This study aims to determine the effect of training on the Market Place Activity (MPA) learning model on improving the teaching skills of Islamic Religious Education teachers in Senior High Schools in Bandung City. The method used is a quantitative approach with a quasi-experimental design, a one-group pretest-posttest design. The study involved 20 Islamic Religious Education teachers from various public and private high schools in Bandung City who participated in the training program. The main instrument was a teaching skills test given before and after the training. The results of data analysis showed an increase in the average score from 72.0 to 80.0. The paired t-test showed a t-value of 3.76 with a p-value of 0.0013 (<0.05), indicating a significant effect of training on improving teaching skills. This finding confirms that participatory learning model-based training, such as the Market Place Activity, is effective in improving teaching quality and is relevant for implementation in the professional development of Islamic Religious Education (PAI) teachers in high schools.

Bridging the Times: The Relevance of Early 20th Century Children^s Tafsir for the Modern Generation Ulvah Nuraeni (a*), Nabilah Nuraini (b)

Abstract
This paper focuses on examining the relevance of children^s tafsir strategies found in the Tamshiyyah al-Muslimin tafsir book by KH. Ahmad Sanusi. This children^s tafsir was written in the early 20th century, specifically between October 1934 and June 1939. As noted by Bruinessen, at that time, tafsir was still rarely studied in many pesantren. The study of tafsir was even considered exclusive, as it was typically reserved for senior students. Moreover, both translation and interpretation of the Qur^an faced various challenges from traditionalist circles, which contributed to the limited production of children^s tafsir works. Nevertheless, KH. Ahmad Sanusi-a warrior, kyai, and interpreter-recognized that the Qur^an needs to be understood by people of all ages. He also realized the importance of introducing tafsir to children from an early age. Despite the limitations of printing technology and the lack of advanced graphic design at the time, Sanusi was able to develop innovative and effective interpretation strategies for children in his era. Some of the strategies he employed included presenting Qur^anic transliterations for children who had not yet learned to read Arabic, providing word-for-word tafsiriyah translations, and using the Malay language to promote accessibility and inclusivity. These strategies appear to remain relevant today. Therefore, this study seeks to analyze the relevance of Sanusi^s children^s tafsir strategies in the context of contemporary children^s tafsir. To achieve this objective, the research adopts a qualitative descriptive approach, supported by comparative analysis between Sanusi^s work and modern-day children^s tafsir.

Abstract
The ability to speak well and politely for elementary school students is starting to decline. If left unchecked, these bad morals will cause social conflict. Not only that, the performance of teachers in teaching language and literature to students is also less creative, making students feel bored to learn about Indonesian literature. In fact, literature can make them superior and characterful human resources. Therefore, the role of strong teachers is needed in teaching and educating students related to learning Indonesian literature. One effort is that teachers need to teach students using fun literary learning media. Thus, the purpose of this service is to provide an introduction and overview to elementary school teachers about what unique language and literature learning media are. With this service, teachers are given an understanding of the concept, types, benefits, and use of learning media. Then, another purpose of this service is to train teachers to create unique and innovative literary learning media through AI computerized design. That way, teachers can implement the learning media at SDN 193 Caringin. Of course, with the hope that students will grow a love for the language, literature, and culture of the archipelago. The targeted outputs in this service are scientific articles published in national journals accredited by Sinta 4, dissemination at the BAIC 2025 international seminar, scientific articles published in online mass media, publication through videos of community service activities uploaded on YouTube, and registration of Intellectual Property Rights (IPR) in the form of learning media ^Literature Reminder Cards^

Abstract
Children aged 0-8 from Indonesian migrant worker families in Kuala Lumpur face limited access to early childhood education due to their parents^ socioeconomic and legal vulnerabilities. This often results in delayed socioemotional and moral development, manifested in difficulties following rules, frequent tantrums, poor concentration, and conflicts with peers. A Community Service Team from the Early Childhood Education Program at Unisba conducted a play-based stimulation program involving 10 children aged 3.5 to 8 years. The approach combined ^Playing, Storytelling with Children, and Creating Artworks^ to foster holistic development in a joyful and inclusive environment. Activities began with circle time, including introductions, singing, prayer, and storytelling using the fable of the rabbit and the turtle, followed by a discussion on hair hygiene. Core sessions included a shampooing simulation using dolls, counting ^lice^ in doll hair, and drawing on worksheets. Later, children participated in the ^Space Exploration Box^ game, wearing astronaut costumes and props representing celestial bodies-Earth, the moon, and the sun-while learning basic numeracy through play. Meaningful songs and rhythmic clapping were integrated to enhance motor skills and self-regulation. Each child^s progress was documented through developmental portfolios focusing on emotional, social, and moral growth. Findings indicated notable improvements: children showed better emotional control, increased willingness to follow rules, improved peer interactions, and greater ability to sit quietly and concentrate. This initiative demonstrates that structured, play-based activities effectively support the socioemotional and moral development of young children in marginalized communities.

Abstract
This paper explores the moral and spiritual formation of children before puberty through Al-Ghazali is educational philosophy. As a key Islamic scholar and Sufi thinker, Al-Ghazali emphasized the purification of the soul (tazkiyat al-nafs) and moral discipline (riyadat al-nafs) as vital processes in preparing individuals for taklif (religious accountability), which begins at puberty. Drawing from Ihya Ulum al-Din and other foundational works, this study investigates Al-Ghazali is approach to cultivating virtues, disciplining desires, and fostering God-consciousness (taqwa) in children. The research underscores the significance of early education in shaping a child is ethical character and spiritual resilience before reaching the age of moral responsibility. The paper also addresses the relevance of Al-Ghazali is concepts in modern contexts, particularly in developing holistic Islamic education models that integrate the spiritual, emotional, and cognitive aspects of learning. By revisiting his educational framework, this study emphasizes that spiritual formation must be proactively nurtured during early childhood, not merely reactive at puberty, to ensure a smooth moral transition into adulthood. The findings offer valuable insights for parents, educators, and curriculum developers aiming to nurture spiritually aware and ethically grounded youth amidst rapid moral and social change. This research reinforces the importance of fostering virtues early, to prepare children for the challenges and responsibilities of adulthood.

Abstract
The impacts of climate change, the global community has adopted various strategies, including the development of carbon market mechanisms. The global transition toward a low-carbon economy has sparked the development of innovative financial instruments aimed at accelerating climate action. What type of sharia-compliant financial instruments can be developed to support funding for climate change mitigation projects through the carbon market. While green finance has gained momentum in recent years, its alignment with Islamic finance principles remains underexplored, particularly in the context of carbon markets. This study proposes a conceptual framework for sharia-compliant financial instruments that support carbon mitigation efforts, including green sukuk, carbon waqf funds, and performance-based financing models rooted in Islamic contracts such as wakalah, ijarah, and mudharabah. Using a qualitative approach that includes bibliometric analysis, policy document review, and expert interviews, the study identifies critical gaps in the integration of Islamic finance and carbon pricing mechanisms. The findings reveal that Islamic finance offers untapped potential to mobilise ethical, risk-sharing capital for climate-positive projects, particularly in Muslim-majority and emerging economies. However, regulatory standardisation, sharia governance, and investor education remain key challenges. The study contributes to the growing discourse on green Islamic finance and provides practical policy recommendations to enhance the role of Islamic financial institutions in achieving national and global net-zero targets.

Enhancing Social Skills and Reducing Bullying through Islamic-Themed Animation in Religious Education Alhamuddin, Ikin Asikin

Abstract
This study addresses the urgent need to improve character education and social skills among students within Islamic Religious Education (IRE). Character development is essential for fostering moral values, promoting empathy, and reducing negative behaviors such as bullying, which continues to be a persistent issue in many educational settings. The primary aim of this research is to explore how Islamic-themed animation media can enhance students^ social skills and contribute to the prevention of bullying incidents in the classroom. The intervention involves the implementation of animation-based learning tools that integrate both verbal narration and visual storytelling to convey moral lessons in a more engaging and accessible manner. Grounded in Mayer^s Cognitive Theory of Multimedia Learning, and informed by pedagogical theories on teacher beliefs and classroom practices, this study also investigates how teachers perceive and apply these media in Islamic education contexts. Data were collected through teacher observations, interviews, and reflective documentation during the implementation process. Findings indicate that the use of Islamic-themed animation media leads to increased student motivation, better understanding of religious and ethical values, and observable improvements in students^ interpersonal behavior. Teachers reported a positive shift in classroom dynamics, though they also noted certain challenges, including time constraints and the need for appropriate training. The study concludes that animation media rooted in Islamic values is a promising pedagogical innovation. It holds potential not only for enriching character education but also for fostering a more inclusive, respectful, and socially cohesive classroom environment in Islamic schools.

Abstract
This theoretical study explores the intersection between ethnopolitical dynamics and deep learning approaches within the transformation of Indonesia^s Islamic Religious Education (IRE) curriculum under the Merdeka Curriculum framework. Given Indonesia^s pluralistic, multicultural, and multiethnic society, the integration of ethnopolitical considerations into curriculum development is not merely an academic endeavor but a practical and ethical necessity. Ethnic identity, local wisdom, and cultural representation play significant roles in shaping students^ sense of belonging and their engagement with religious values. Therefore, this article argues that effective curriculum reform in IRE must be culturally responsive, sensitive to local and ethnic diversity, and committed to upholding Islamic teachings while fostering social harmony and national unity. Drawing on interdisciplinary literature from multicultural education, ethnopolitics, and deep learning theory, this study critically analyzes how these perspectives can be synthesized to inform more inclusive, reflective, and transformative educational practices. The deep learning approach-which emphasizes higher-order thinking, contextualized understanding, self-reflection, and meaningful engagement-provides a promising framework to address persistent challenges in traditional IRE, such as rote memorization and the dominance of monolithic narratives. Furthermore, this study highlights the importance of dialogical learning and participatory pedagogies that encourage learners to connect religious values with real-life experiences across diverse sociocultural settings. The paper concludes by offering conceptual and strategic recommendations for developing an IRE curriculum that not only enhances students^ religious literacy and moral character but also strengthens social cohesion and democratic citizenship in a diverse society like Indonesia.

Abstract
The rapid development of digital technology has significantly transformed educational practices, including the teaching of Islamic Religious Education (PAI). PAI teachers at the junior high school level are now required not only to master subject matter but also to possess strong digital literacy skills, particularly in utilizing Qur^anic exegesis (tafsir) applications. This competency is essential for delivering Islamic values in ways that are contextual, relevant to contemporary life, and capable of fostering students^ moral and spiritual character. However, many teachers in the MGMP PAI (Islamic Education Teachers^ Association) of West Bandung Regency still rely heavily on conventional, lecture-based methods, have limited experience with digital tools, and face challenges in managing administrative and financial tasks within their professional organization.
This community service program aimed to address these issues by enhancing teachers^ competencies in three key areas: (1) digital literacy in tafsir to support more interactive and engaging learning- (2) technology-based financial and administrative management to improve organizational efficiency and accountability- and (3) character education design using creative digital media. The program employed a mixed-method approach involving 30 PAI teachers selected through purposive sampling. Activities included needs assessment, socialization, training workshops, mentoring, and ongoing evaluation. Training content covered the use of digital tafsir applications, the Cordobana Qur^an reading method, and media development for character education using Canva.
The outcomes demonstrated substantial improvements in teachers^ ability to integrate technology into PAI instruction, manage resources digitally, and design contextually relevant character education.

Abstract
Integrating local wisdom and religiosity in Islamic heritage tourism helps preserve and sustain historical, cultural and spiritual significance. This research is a collaboration between Indonesia and India which possess rich local wisdom, and religiosity. This case study explores ^The Relevance of Local Wisdom and Religiosity in Islamic Heritage Tourism for Promoting Sustainable Economic Growth.^ The objectives are to: (1) identify local wisdoms, religiosity embedded in Islamic heritage tourism in Indonesia and India, (2) analyze the role of these values in fostering sustainable economic growth, and (3) uncover best practices replicable to balance cultural preservation with economic development. In-depth interviews, observations, and documentaries were used. The results show (1) Cirebon emphasizes local traditions and spiritual tourism experience, while Hyderabad represents an Islamic and Indian cultural element. In religiosity, Cirebon emphasizes spiritual intimacy and local identity, whereas Hyderabad builds global Islamic spiritual hub with a more modern and institutionalized system. (2) The local wisdom values and religiosity serve as a foundational pillar in advancing halal tourism for sustainable economic growth in Cirebon and Hyderabad possessing Islamic heritage and socio-cultural landscapes providing unique opportunities to integrate spiritual, cultural, and economic dimensions into the tourism sector. Indonesian sacred sites incorporate zakat, waqf, and mosque-run cooperatives. Indian mosques support education, food distribution, and small-scale entrepreneurship, (3) The best practices identified in Cirebon and Hyderabad present replicable models that successfully integrate Islamic values with sustainable tourism development across multiple dimensions, including community engagement, religious festivals, culinary heritage, architectural conservation, traditional craftsmanship, digital innovation, and cross-sectoral governance.

Abstract
This paper presents a comprehensive analysis of the Islamic education system in Kerala, India, focusing on the evolution, structure, and impact of its unique madrasa network. Historically rooted in informal, community-centric institutions like the Othupalli and Dars systems, Kerala^s religious education underwent a significant transformation in the early 20th century under the guidance of visionary reformist leaders. This modernization effort, which integrated secular subjects and modern pedagogical methods, was a direct response to both the perceived shortcomings of traditional systems and the rise of modern education. The contemporary system is characterized by a decentralized, yet highly organized, structure governed by a network of influential, non-governmental boards, such as the Samastha Kerala Islam Matha Vidyabhyasa Board (SKIMVB).
A key feature of this model is its successful integration with mainstream secular education, creating a ^dual educational pathway^ where students pursue both religious and secular learning concurrently. This approach has positioned Kerala^s Muslim community as one of the most educated in India and is seen as a successful model for fostering a harmonious co-existence of traditional religious identity and modern educational attainment. The paper also examines the curriculum^s depth, which includes Islamic jurisprudence, history, and languages, alongside contemporary subjects, and addresses the ongoing challenges related to funding, resistance to reform, and the imperative to adapt to a globalized, technology-driven world. Abstract
Cybercrime is one of the main challenges in today^s digital era, with a broad impact on individuals, organizations, and countries. Handling it requires a holistic and effective approach. This study analyzes cybercrime from a criminological perspective by comparing the Western legal system (civil law) and Islamic legal values. The criminological approach is used to understand the causal factors and behavioral patterns of cybercriminals. The civil law legal system, with the principle of codification and strict law enforcement, has various regulations that specifically regulate cybercrime, such as the Cybercrime Act and international conventions such as the Budapest Convention. Meanwhile, Islamic law provides an approach that is more based on moral and ethical values, with crime prevention through principles such as justice, social responsibility, and spiritual understanding. This study compares the two legal systems in the prevention, handling, and sanctions against cybercrime and explores the strengths and weaknesses of each approach. The method applied in this study is normative juridical. Normative juridical research is doctrinal legal research that focuses on the study of the application of legal norms in the positive legal system. The approaches applied in this problem include the statutory approach, conceptual approach, and comparative approach. The results of the study show that although the civil law system focuses more on repressive law enforcement, Islamic law emphasizes prevention through strengthening morality and ethics in society.

Abstract
The halal industry in Indonesia has great potential to grow into one of the leading sectors in the national and global economy. However, this growth requires support from various parties, including universities as centers of knowledge development and agents of social change. This article discusses the strategic role of universities in encouraging the progress of the halal industry through strengthening halal lifestyle literacy among the public, especially the younger generation. Halal lifestyle literacy not only includes aspects of halal product consumption, but also covers broader dimensions such as ethical values, poverty alleviation, environmental sustainability, and the application of sharia principles in everyday life.
Higher education institutions contribute through curriculum development, applied research, innovation in halal science and technology, and community service programs. These efforts aim to increase public awareness, shape consumer behavior, and produce competent human resources in the halal sector. Moreover, universities serve as bridges between theory and practice, enabling collaboration with industry to develop halal products and services that meet both domestic and international standards.
Through context analysis and selected case studies, this article asserts that synergy between academia, industry, and government is essential to realize Indonesia^s vision as a global halal hub. Strengthening halal literacy and empowering the younger generation through education are key to sustaining long-term growth and inclusivity in the halal economy.

Abstract
Stunting and malnutrition are serious problems that threaten the quality of future generations, especially children, who have a fundamental right to health as guaranteed in national and international legal instruments. The state has constitutional and juridical obligations to protect, respect and fulfill the right to health of children. This study aims to examine the extent to which the policy of accelerating the reduction of stunting and malnutrition - specifically through Presidential Regulation Number 72 of 2021 - realizes the state^s commitment to the protection of children^s rights to health. The approach used is normative juridical with analysis of regulations, human rights principles, and state responsibility theory. he results of the study show that although the policy framework has been formally established, implementation at the local level, especially at the village level, still faces serious challenges such as limited bureaucratic capacity, weak cross-sectoral coordination, and gaps in access to health services. Therefore, strengthening governance, accountability of policy implementers, and budget fulfillment that is responsive to children^s rights are crucial in ensuring program effectiveness and state compliance with human rights obligations. This research confirms that the policy to accelerate stunting reduction is not just a health program, but an integral part of the implementation of human rights that must be carried out with seriousness and sustainabiliity

Abstract
The rapid advancement of digital technology has significantly transformed various aspects of human life, including higher education. In the context of legal education, students of the Sharia Economic Law Study Program at the Faculty of Sharia, Universitas Islam Bandung (UNISBA), face limitations in practicing litigation procedures due to restricted access to the Supreme Court^s official e-court system, which is exclusively available to registered advocates. This community service initiative addresses that gap by developing a web-based edu-court simulation application that replicates the core functionalities of the national e-court platform. The program aims to enhance digital learning infrastructure and improve students practical competence in litigation registration through interactive simulations.
This initiative provides direct educational benefits not only to students in the Sharia Economic Law Program but also to those in related fields such as Islamic Family Law and Constitutional Law. By enabling hands-on experience in electronic litigation processes, the application strengthens students readiness to meet learning outcomes and graduate profiles as future advocates. Furthermore, the edu-court simulation is designed to serve as an academic tool for lecturers, students and researchers to further develop knowledge in the field of electronic court practices. Implemented in collaboration with PT Tardus Technology. This study employed a Research and Development (R&D) approach using the ADDIE model to design, develop, and evaluate the e-court simulation application. The development process involved needs analysis, prototype design, system development, implementation in a classroom setting, and evaluation through user testing. Abstract
The international agreements between two states aimed at protecting investments, known as bilateral investment treaties (BITs), are facing a crisis due to their perceived imbalance in protecting the interests of third-world states. India, Brazil, and South Africa, classified as third-worlds, have sought to reform this crisis by re-evaluating their BIT frameworks. All substantive rules within BITs are summarized in general terms under the notion of standard of treatment. Standard of treatment in this context refers specifically to the narrow definition of the international minimum standard of treatment, including fair and equitable treatment (FET) and full protection and security (FPS). The simpler the FET is formulated, the looser the formulation can be interpreted. Conversely, the more leniently the FET is formulated, the narrower the space remaining for state policies. Third-world states seek to anticipate this by avoiding overly simplistic formulations. Regarding the FPS standard, Brazil has taken the most reformist step by removing the FPS clause from its BITs. Meanwhile, India and South Africa have limited the FPS by regulating its scope. Both states have also restricted the interpretation of the FPS according to customary international law. Indonesia, however, appears somewhat ambiguous. Despite introducing reforms in its latest BIT, Indonesia still retains FPS clauses that remain open to expansive interpretation.

Abstract
This research focuses on revealing the concept of halal contained in the Qur^an from the point of view of the interpretation of verses about halal studied in the interpretation of the Islamic University of Bandung (Unisba). Tafsir Unisba is used as the object of research material because Tafsir Unisba is a tafsir compiled by educational institutions in Indonesia which in its interpretation will be loaded with the context of uniqueness. Then, Tafsir Unisba is also a contemporary interpretation that does not only rely on traditional approaches but also considers the social, economic, cultural, and scientific contexts that are relevant to the lives of modern Muslims. With a thematic interpretation approach (Maudhu^i), this research will examine the concept of halal from the perspective of Tafsir Unisba, such as how the nature, law, and wisdom of halal in the Qur^an. This will be analyzed on the interpretation of the Qur^anic verses evoked by the words halal which are rooted from the verb h-l-l in Unisba^s interpretation. This research aims to see how Tafsir Unisba builds halal discourse holistically and paradigmatically and can then be used as a basis for building the concept of halal ecosystem. Theoretically, this research contributes to providing the concept of halal. Practically, the halal conceptual can be used as the main key in formulating policies, regulations, and programs that lead to the development of a more dynamic and actual halal ecosystem.

Abstract
Access to justice remains a significant challenge in Indonesia, especially for marginalized communities. In Bandung, 92 out of 134 legal aid complaints in 2023 originated from this city alone-highlighting the urgent need for grassroots legal support. However, the limited number of paralegals has created a systemic gap. Simultaneously, the Faculty of Law at Universitas Islam Bandung (UNISBA) identifies weak practical legal skills as a key issue among its graduates. Addressing both problems, this community engagement initiative aims to enhance students^ advocacy competence through a structured and government-recognized paralegal training and certification program, in collaboration with PBKH UNISBA and eLSID Legal Aid Bureau.
Using a service-learning approach, the program involves classroom instruction, practical fieldwork, and final evaluation. The curriculum is based on Ministry of Law and Human Rights Regulation No. 3/2021 and includes modules on legal systems, human rights, community empowerment, and communication techniques. Students also complete a three-month practicum under legal aid organizations, engaging in both litigation support and non-litigation services such as legal education, community mediation, and policy advocacy.
This project produces certified paralegals who not only improve legal aid outreach in Bandung but also gain competitive soft skills aligned with national legal standards. Outcomes include publications in accredited journals, conference dissemination, copyright registration, and empowerment of local communities. The program contributes to SDG 16 by promoting inclusive legal access while strengthening the applied competencies of future legal professionals.

Abstract
Many foreign ships commit violations in Indonesian waters such as smuggling, illegal fishing, and others. From various events, it shows that security efforts at sea must continue to be improved. Meanwhile, the agencies that have the authority to enforce the law in Indonesian waters, namely- Indonesian Navy. Indonesian Police, Bakamla, Ministry of Transportation / KPLP (Sea and Coast Guard Unit). KKP. Based on previous research, it can be seen that there is overlapping authority in these law enforcement agencies, so that law enforcement at sea becomes ineffective. The research method used in this study is normative and philosophical juridical. The research specifications used are analytical prescriptive. The authority of law enforcement is reconstructed in accordance with the provisions of national law and international law. Based on the results of the study, it was found that the position of the Indonesian Navy in enforcing sovereignty in Indonesian waters plays a role as an assistant to other law enforcers. Meanwhile, based on the 1945 Constitution, Law Number 34 of 2004 concerning the TNI, and UNCLOS provisions that give authority to Warships as enforcers of international law at sea, both in parts of the sea under state sovereignty and on the high seas. The Indonesian Navy has a position as the main holder in enforcing sovereignty at sea so that all law enforcement institutions at sea are coordinated by the Indonesian Navy.

Abstract
The prevalence of cartel cases in Indonesia poses significant challenges for detection, primarily due to the restricted authority and legal tools at the disposal of the Business Competition Supervisory Commission (KPPU), notably the lack of clear provisions for leniency programs in Law No. 5 of 1999. This study seeks to examine the prospective incorporation of Islamic justice principles, namely al-^adl (justice), maslahah (public welfare), amanah (trustworthiness/honesty), and al-^afw (measured forgiveness), into the execution of leniency programs in Indonesia, while also extracting insights from exemplary practices in the United States, Japan, and Brazil. The study utilizes a normative legal method with a comparative approach, drawing on secondary data from academic literature, competition rules, and case studies of leniency implementation in various nations. The results demonstrate that Islamic justice principles are significantly pertinent and may be successfully included into leniency policies to augment moral and social credibility and to promote voluntary disclosure by cartel participants. International comparative analysis indicates that the United States has established a comprehensive immunity system, Japan has successfully adopted a multi-tiered leniency approach, and Brazil has distinguished itself with a leniency-plus system that provides extra incentives for reporting multiple cartels concurrently. This paper advocates for Indonesia to expeditiously revise Law No. 5 of 1999 to expressly incorporate leniency program provisions, integrate concepts of Islamic justice, and use worldwide best practices to establish a more effective and equitable framework for competition law enforcement.

Abstract
The state has a supervisory role. Article 29 paragraph 2 of the 1945 Constitution requires the state to guarantee the freedom of every citizen to embrace their respective religions and worship according to their religion and beliefs. To obtain legal certainty regarding the halal status of products, supervision is necessary. On August 1, 2024, the Halal Product Guarantee Agency (BPJPH) revoked the halal certification of Roti Okko products, which were found to have violated several provisions, and were found to have used unregistered halal labels as product variants. Objectives: (1) To explain the form of halal product supervision by BPJPH from the perspective of Indonesian positive law, (2) To find a model to strengthen halal product supervision from the perspective of the principle of legal certainty. The research method used a qualitative approach with normative and empirical legal methods. The nature of the research is descriptive analysis. The types of data used are secondary and primary data. The analysis technique is a combination of normative and empirical analysis. The results of the study show that the current form of supervision consists of audits and inspections, administrative sanctions, and community participation through complaints and reports. Efforts to improve BPJPH supervision can be carried out in several stages, including Improving the Normative Foundation, Increasing Institutional Capacity, Utilizing Technology for Transparency, and Optimizing Law Enforcement Mechanisms.

Abstract
Indonesia is a country with an abundance of cultural wealth in the form of traditional cultural expressions, traditional knowledge and genetic resources. However, the suboptimal registration of communal intellectual property (KIK) has created an opportunity for foreign parties to claim local culture as their own. This has resulted in losses relating to national identity, the economy, and cultural sovereignty. This article aims to highlight the importance of KIK registration in preventing cultural appropriation by foreign parties. This normative legal research uses statutory and conceptual approaches and qualitative analysis of primary and secondary legal materials. The results reveal that, despite having a legal framework related to KIK, Indonesia^s implementation remains weak, particularly with regard to data collection, socialisation, and the facilitation of state-led registration. KIK registration provides formal legal protection and plays a strategic role in maintaining national cultural sovereignty amid the dynamics of globalisation and free trade. Therefore, synergy between central and local governments, and indigenous communities is needed to accelerate the registration and legal protection of communal cultural property. This article recommends the following concrete strategies to prevent cultural claims by foreign parties: strengthening technical regulations- establishing a national inventory system- and increasing indigenous peoples legal awareness as concrete strategies to prevent cultural claims by foreign parties.

Indonesia^s National Land Law System, while crucial for legal certainty and protection under Article 28D paragraph (1) of the 1945 Constitution, struggles with implementing strata title unit ownership rights. This often leads to owner uncertainty and insufficient protection, as evidenced by the Malioboro City Apartment case where strata title certificates were delayed for 10 years due to licensing and land status issues. Constitutional Court Decision No. 85/PUU-XIII/2015 further highlights legal ambiguities regarding management bodies and common ownership. This research aims to analyze the existence of real rights in strata title ownership on land with building rights, and how real rights law can ensure owner protection and certainty. Key challenges arise from the duality of individual and common real rights, and a conflict between Articles 499-500 of the Burgerlijk Wetboek (BW), which applies vertical accession, and the Basic Agrarian Law (UUPA), which favors horizontal separation. Law No. 20 of 2011 on Strata Titles (UU Rusun) hasn^t fully resolved these issues. Article 46 paragraph (1), by stating strata title ownership is individual and separate from common rights over shared parts, objects, and land, can create conflicts and management difficulties. Similarly, Article 47 paragraph (1) of the UU Rusun presents potential disputes over ownership and collateralization due to the separation of building and land ownership. This normative research, using legislative and analytical approaches, seeks to fill the legal gap concerning real rights in Indonesian strata title ownership.

Abstract
Home Ownership is regulated by Law Number 1 Year 2011 on Housing and Settlement Areas. The housing financing system consists of conventional and sharia, formal and informal financing. Formal financing is carried out by formal institutions (banks, finance companies). Informal, community-based financing whose planning, implementation and management are carried out by the community and non-governmental organizations. Informal financing has no specific regulations governing it. For this reason, research was conducted with the aim of (1) Explaining the legal risks of sharia-based non-bank home ownership financing, (2) Finding the legal risk implications of sharia-based non-bank home ownership financing related to consumer protection. Method, normative juridical approach, analytical descriptive research nature. Data used, secondary and primary, purposive sampling technique, qualitative data analysis technique through legal interpretation. Results, Legal risks of sharia-based non-bank home ownership financing, namely unclear regulatory framework, sharia compliance risk, secondary financing securitization risk, institutional risk, and risk of collateral execution. The implications of legal risk have the potential to cause legal uncertainty in dispute resolution, canceled or revocable financing contracts, unclear supervision or control, and institutions that impose sanctions if there are violations. Legal risk implications can have a very significant impact on financial losses, damage to reputation, operational disruption, and business uncertainty. In relation to consumer protection, it affects violations of consumer rights, namely the right to correct, clear, and honest information about the conditions and guarantees of goods or services, protection, and efforts to properly resolve consumer protection disputes that give rise to responsibility of business actors.

Occupational Safety Social Security for Workers in Startup Companies in the Perspective of Human Rights Rini Irianti Sundary, Efik Yusdiansyah

Abstract
This research examines occupational safety social security for workers in startup companies, highlighting it from a human rights perspective. The rapid growth of the startup sector presents unique challenges in implementing Occupational Safety and Health (OSH) standards and fulfilling workers^ fundamental rights. Many startups operate with flexible structures, limited resources, and demanding work cultures, potentially overlooking OSH aspects and workers^ rights to a safe and healthy working environment.
This study analyzes Indonesia^s relevant legal and policy frameworks regarding employment social security, such as Work Accident Insurance (JKK) and Death Insurance (JKM), and their relevance to the characteristics of startup work. A human rights approach evaluates the extent to which workers^ rights to fair, safe, and healthy working conditions are met. This right encompasses physical protection, psychosocial aspects, and adequate social security in the event of occupational risks.
Initial findings indicate a gap between existing regulations and on-the-ground practices- some startup workers are not fully covered by the employment social security system. This is exacerbated by a lack of understanding from both employers and workers regarding their OSH and social security rights and obligations. This research argues that failing to provide adequate occupational safety social security constitutes a violation of workers^ human rights to live and work in dignified and safe conditions.
Recommendations include strengthening regulations that are more adaptable to startup business models, increasing public awareness about the importance of OSH social security, and encouraging startup companies^ compliance with regulations.
