Abstract
Digital transformation in the public sector frequently falls short of its full potential because it overemphasizes technology-related factors while overlooking essential leadership components. The disparity between adopting digital technology and leadership skills in navigating change is a significant barrier to achieving successful transformation and enhancing public service effectiveness. The goals of this research are to (1) Examine the strategic significance of digital leadership as a key element that transcends simple technical matters in the success of digital transformation within the public sector, and (2) Determine the most impactful key dimensions of digital leadership regarding public entities. This qualitative exploratory method employs a multiple case study strategy involving three public organizations in Indonesia experiencing digital transformation. Data were gathered via comprehensive interviews with 25 leaders/policy makers and analysed thematically using source triangulation.
Results indicate that digital leadership acts as a transformative driver that holds greater importance than just technological expertise. Three essential dimensions were recognized as the main foundations: (1) The capacity to
create a digital vision and strategy that aligns with public service values, (2) A digital mindset and agility in navigating complex changes and uncertainties, and (3) The competence to promote a collaborative and innovative digital culture and talent. The achievement of the transformation is greatly reliant on the convergence of these three aspects. This study^s conclusion affirms that the effectiveness of digital transformation in the public sector depends not on technology, but rather on the ability of its leadership. Digital leadership serves as a fundamental element that connects the possibilities of technology with the ongoing enhancement of sustainable performance in public organizations. Abstract
This study aims to examine changes in business in the digital age, with an emphasis on adaptation strategies and the importance of leadership in the context of Industry 4.0. Using a qualitative approach and literature review method, this study analyzes various relevant scientific references to understand the shifts in business patterns caused by advances in digital technology. The research findings indicate that digital transformation has fundamentally altered how companies operate and compete in the market. Opportunities such as product innovation and improved business process efficiency emerge alongside new challenges, including technological disruption, digital skill gaps, and cybersecurity risks. Adaptation strategies are a critical aspect of addressing these changes. Companies must develop digital skills, implement change management policies, and build more flexible and responsive organizational structures. In this context, leadership plays a crucial role. Visionary, adaptive leadership grounded in integrity and competence is strategically important in creating an organizational culture ready for change. This research concludes that the success of digital business transformation is highly dependent on the combination of adaptive strategies and transformative leadership. Both are key to forming an innovative, competitive, and resilient organization in the face of ongoing change in the digital age.

Abstract
The integration of digital technologies into everyday life has reconfigured community interactions in Indonesia, producing online environments that replicate the social structures of traditional kampung communities. This paper investigates these ^digital kampung^ spaces through the analytical frameworks of Mediatization Theory and Cultural Proximity Theory. Using qualitative content analysis, the study examines communicative practices in selected community-based Facebook groups, WhatsApp networks, and localized marketplace platforms. The analysis identifies how mediated communication transforms gotong royong (mutual assistance) into hybrid forms of interaction that combine online coordination with offline action. Cultural proximity remains central, as shared language, symbols, and locally relevant narratives sustain a sense of belonging across geographically dispersed members. Nevertheless, the findings also highlight tensions, including the circulation of misinformation, disparities in digital access, and evolving norms of trust. The study concludes that the digital kampung represents both a continuity and an adaptation of Indonesia^s communal traditions, illustrating how digital platforms can mediate social cohesion while negotiating the cultural specificities of diverse urban-rural contex

Abstract
Digital media are now indispensable tools for heritage outreach and preservation yet also create tensions between enhancing visibility and protecting the sacred. Although literature has neglected how indigenous groups exert control over their digital narrative, this research examines how the Dayak Kenyah society of Pampang Cultural Village, East Kalimantan, Indonesia, manages the intersection of sacred and public storytelling in digitally mediated heritage practice. Based on a qualitative ethnographic case study -informed by in-depth interviews, participant observation, and analysis of cultural policy and digital content- we identify that the community applies a stratified content governance framework based on adat-based knowledge systems. Sacred components, including mourning rites and ancestral oral histories, are protected from public disclosure, while curated cultural expression -such as dance repertoires under communal intellectual property rights- are selectively performed through platforms like Instagram and TikTok. This participatory mediation practice is informed by communal consensus and formal policy protection. The research adds to contemporary discussion on digital heritage and narrative ethics by presenting a conceptual model of participatory content governance prioritizing indigenous narrative sovereignty and indicating avenues for cultural attentive engagement across similar heritage groups.

Abstract
As the development of technology in economic activities continue to forget ethical aspect, especially when carrying out economic activities in Indonesia, the problem of how ethics and its manifestations should be outlined in the legislative system that usually bias in the definition of discrimination or legal treatment continue to be an issue that must be seriously considered. In an effort to find the legal aspects of ethics, experts and academics start with fundamental questions such as what is meant by justice, utility, compatibility, abilities, egalitarianism, ideals, discrimination, etc. This this study is qualitatively researched aiming to understand and explore the meaning of ethics in digital economy activities, especially in the context of the use of artificial intelligence (AI). A holistic approach using complex interrelationship between various elements of ethics devinition, legal regulation, and technology to identify and analyze various dimensions of values in morality, transparency, and justice. The result shows that although AI has currently been enjoyed in Indonesia to perform tasks and used to enhance human capabilities, critical gaps in Indonesia^s current laws are found wihin the absence of transparency requirements for AI systems and weak enforcement of data protection. Therefore, it is argued to have risk-based regulatory approach tailored to cultural context of collectivism and propose policy measures, including public awareness campaigns and algorithmic impact assessments

Abstract
This study aims to analyze the role of regional libraries in increasing public reading interest in Tebo Regency. Low literacy rates in Tebo Regency remain a challenge for libraries in the Tebo area. Libraries, as public information centers, have significant potential in fostering a reading culture in the community. The research method used was a descriptive qualitative approach, with data collection techniques including interviews and observations. The results show that regional libraries play a role by providing diverse collections and training in digital iteration skills. The main obstacles to implementing this program are limited budget, human resources, and infrastructure. Therefore, it can be concluded that, despite these limitations, libraries in Tebo Regency have contributed to increasing reading interest, especially among students and the local community. Support from the local government is needed to strengthen this role.

Abstract
Public legitimacy in contemporary Indonesia has increasingly been negotiated in digital arenas where cultural symbols and political grievances intersect. The One-Piece ^Jolly Roger^ flag protest, amplified through mainstream news coverage, became a focal point for online discourse, showing how pop-cultural references can anchor dissent while minimizing partisan risk. To examine this dynamic, a qualitative content analysis with descriptive quantification was conducted on 500 YouTube comments sampled from five of Indonesia^s most-subscribed news channels. A structured codebook operationalized four dimensions -government orientation, protest stance, emotional tone, and solidarity expression- applied independently by three trained coders. Intercoder reliability exceeded the substantial agreement threshold, and coder reflections were incorporated into interpretation. Findings revealed a strongly negative orientation toward government (79.4%), high support for the symbolic protest (81.2%), a predominantly neutral yet ironic emotional tone (79.4%), and solidarity cues in 41.4% of comments. These results demonstrate how publics engage in ambient (de)legitimation: sustained, culturally legible critiques that erode legitimacy incrementally rather than through overt confrontation. The study highlights how moderated affect, connective symbolism, and collective framing allow publics to normalize skepticism and broaden participation. Theoretically, the analysis extends legitimacy research by specifying discursive mechanisms through which publics withdraw legitimacy ^from below^. Practically, it suggests that governments cannot rely on symbolic reassurance alone- credibility depends on substantive responsiveness to perceptions of fairness and inclusion. Future research should explore whether these discursive practices persist across different platforms, symbolic controversies, and over time.

Abstract
Madura culture faces serious challenges due to the rapid flow of globalization and modernization, which gradually erodes its existence. The main issue addressed in this study is how to preserve the continuity of Madurese culture amidst the dynamics of the digital era. One proposed solution is the utilization of new media, particularly social media, as a means of cultural representation and promotion with approaches that resonate more closely with younger generations. This study aims to explore how Madurese culture is represented, promoted, and interpreted within social media content, particularly through the Gerbang Pulau Madura (GPM) account. The study employs a qualitative approach with an exploratory design to gain an in-depth understanding of the phenomenon. Data were collected through direct observation of GPM^s social media content and a review of relevant literature. The collected data were then analyzed using Entman^s framing analysis technique to identify cultural representation patterns within digital media frameworks. The findings reveal that GPM consistently highlights various cultural elements, including traditional customs, arts, language, religious rituals, social dynamics, and entertainment. These representations are packaged with visual styles and narratives tailored to digital audiences, making them appealing to the public, although limitations remain in terms of narrative diversity and informational depth. The impact of this research indicates that social media can serve as an effective medium for preserving and disseminating local culture. Furthermore, the study contributes academically by bridging local cultural issues with new media studies and by encouraging more creative and inclusive digital-based cultural preservation strategies.

Abstract
The global digital transformation offers significant opportunities to enhance the quality of life for persons with disabilities, especially those with communication impairments. Access to digital technology should not be viewed merely as a technical matter but as a fundamental human right. In Indonesia, several legal frameworks, including Law No. 8 of 2016 on Persons with Disabilities and Government Regulations No. 13/2020 and No. 70/2019, emphasize reasonable accommodation, accessibility, and the national disability roadmap. Collaborative efforts from government, private sector, and civil society-such as inclusive digital literacy programs, development of adaptive applications, and community-driven innovations-reflect promising progress. Nevertheless, substantial challenges remain, including unequal access to internet and devices, low levels of digital literacy among marginalized groups, and limited implementation of international accessibility standards such as WCAG. Addressing these gaps requires stronger policy enforcement, cross-sector partnerships, and inclusive design approaches. This paper explores policies, practices, challenges, and opportunities for advancing inclusive digital technologies in Indonesia, with particular attention to communication disabilities.

Abstract
(This study examines the organizational communication climate in the online media Kaltim Today, which contributes to the production of quality journalism. Communication patterns involve direct information delivery from management to employees, particularly journalists, particularly in situations requiring a rapid response. Horizontal communication also exists between employees to coordinate tasks, particularly in the editorial department. Therefore, the communication climate is measured through five values: support, participatory decision-making, trust, openness and sincerity, and high-performance goals. Findings indicate that despite leadership support, openness between employees and management remains a concern. Decision-making tends to be centered on management, and the company faces challenges in establishing a clear vision, mission, and standard operating procedures. Recommendations for improving the organizational communication climate include increasing subordinate involvement in decision-making, addressing transparency issues, designing a vision and mission statement involving employees, and improving structured communication management. These steps are expected to strengthen the communication climate, improve the quality of journalistic products, and support the achievement of company goals. The research method used is qualitative with a descriptive approach, where data is collected through interviews, observation, and documentation. Informants include the editor-in-chief, journalists with young competency status, and employees from various fields at Kaltim Today.).

Abstract
This study investigates the role of the Instagram account @pringgondani.gsa as a digital communication medium for promoting the traditions of a sustainable tourism village in forest-based settings. Employing a qualitative content analysis approach, the research explores how visual and textual content disseminated through the platform represents cultural values, environmental stewardship, and community-based tourism practices in Pringgondani Tourism Village. Data were collected from posts published during May, June, and July 2025, with particular attention to four pillars of social media strategy: entertainment content, collaborative content, educational content, and informational content. The analysis was guided by the theoretical framework of sustainable tourism communication and digital media engagement.
The findings demonstrate that Instagram functions not only as a promotional tool but also as a participatory space in which local identity is reinforced and environmental awareness is fostered. Visual storytelling through photographs, videos, and captions plays a pivotal role in articulating narratives that integrate ecological sustainability with the preservation of cultural heritage. Furthermore, the content encourages interaction between local stakeholders and broader audiences, thereby shaping virtual tourism experiences that have the potential to increase direct visitation interest. These results indicate that strategic digital communication via social media can enhance the positioning of tourism villages within the sustainable tourism market, particularly when emphasizing authenticity, environmental responsibility, and community empowerment. This research contributes to the growing scholarly discourse on the intersection of digital media and sustainable rural tourism development.

Abstract
In the age of algorithmic communication, the stories that gain visibility in digital spaces are often determined by opaque recommendation systems, privileging engagement over equity. This paper then scrutinizes how Artificial Intelligence (AI) can be reoriented toward narrative justice, specifically by deliberately amplifying marginalized voices within Indonesia^s digital public sphere. Drawing from Indonesian case studies involving rural communities, gender minorities, and indigenous groups, this study critically examines the ethical dimensions of algorithmic inclusion and exclusion. It proposes a forward-looking framework for ^inclusion-by-design^ in AI systems used by media platforms, government portals, and civic tech initiatives. Through a multidisciplinary approach combining digital communication theory, AI ethics, and participatory design, this inquiry argues that inclusive algorithmic infrastructures are not only technologically feasible but also ethically imperative. By situating Indonesia^s digital development within the broader Global South context, the study contributes to regional and global conversations on building equitable digital futures.

Abstract
This study investigates the efficacy of website-based green communication and community engagement as a strategy to enhance flood preparedness in Palaran, Indonesia, a region where urban and peri-urban flooding is a recurrent phenomenon. Employing a descriptive qualitative methodology, this research draws upon semi-structured interviews with a diverse cohort of 12 participants, including community leaders, village officials, youth representatives, educators, environmental volunteers, and flood-affected residents. The findings indicate that digital communication platforms are highly effective in elevating community awareness of environmental issues and associated flood risks. Educational content, particularly visual narratives, infographics, and digital publications, was perceived as both highly comprehensible and contextually relevant. A significant increase in community engagement was observed when digital information dissemination was synergistically supported by local neighborhood forums (Forum RT), mutual cooperation (gotong royong), and intergenerational collaboration. The strategic use of social media further amplified message outreach, while content emphasizing nature-based solutions, such as reforestation and sustainable waste management, successfully encouraged the adoption of sustainable practices at the local level. Despite these positive outcomes, several challenges persist, including inadequate internet infrastructure, a pronounced digital literacy gap among the elderly, and the lack of formal integration between the digital platform and official early warning systems. However, substantial opportunities for development are present through strategic collaborations among local government bodies, educational institutions, and environmental non-governmental organizations (NGOs). Ultimately, this research concludes that website-based green communication functions not only as a didactic tool for flood education but also as a collaborative platform that substantively strengthens community engagement and resilience in flood-prone territories.

Abstract
Global City project in the Special Region of Jakarta aims to position Jakarta as a central hub of global economic governance and connectivity, particularly through the service, technology, and innovation sectors. Jakarta is increasingly demonstrating its potential as a global city in Southeast Asia due to its strong economy, rapid infrastructure development, and implementation of the smart city concept. However, major challenges arise during leadership transitions. Many innovative projects are halted or redirected due to the absence of legal provisions requiring subsequent regional heads to continue previously initiated programs. This reflects a legal vacuum, especially due to the lack of long-term policy transition norms at the regional level. As a result, global city development policies are overly dependent on the political vision and mission of incumbent leaders. This research employs a normative and empirical juridical approach by analyzing relevant laws and regulations. The findings show that several major projects such as Jakarta Smart City, Transit-Oriented Development (TOD), and urban village revitalization have been delayed or altered due to the absence of binding rules ensuring continuity after a change in leadership. To address this issue, a repositioning of the government^s role is necessary. The central government must act as a guarantor of project continuity through national policies and strong legal frameworks. At the regional level, local regulations (Perda ) must include clauses mandating policy continuity, cross-term reporting obligations, and stronger regulations concerning legacy projects within the framework of the Regional Government Law. These measures are essential to ensure the sustainable implementation of Jakarta^s global city vision, undisturbed by the five-year political cycle

Abstract
This research investigates the effectiveness of integrating digital technology into environmental education within the Adiwiyata Program at elementary schools in Samarinda. The study employs a literature review approach, meticulously analyzing a range of academic sources, policies, and local documentation to assess the impact of this integration. The results demonstrate that digital tools, including e-modules, educational videos, and interactive simulations, successfully improve students^ environmental literacy and critical thinking skills related to climate change issues. Furthermore, the study highlights the strategic importance of teachers as learning facilitators who design action-oriented experiences. The involvement of parents and the wider school community, supported by digital platforms, also plays a significant role in promoting sustainability values. Despite these positive outcomes, the research identifies notable barriers, such as inadequate ICT infrastructure and the need for enhanced digital competency among teachers.bThe findings lead to several key recommendations, including the necessity for ongoing training, better access to digital educational resources, and fostering closer collaborations between schools and their communities. Theoretically, the study supports the principles of ecopedagogy and systems thinking. This work is intended to serve as a practical and theoretical basis for developing innovative and sustainable digital learning models.

Nevertheless, the success of digitalization is not only determined by the power of technology, but also by its ability to ensure equal access and participation from society. This study aims to analyze the implementation of Adminduk Smart Service within the framework of the principles of Inclusive Urban Digital Governance. With a qualitative approach through observations and interviews, the analysis is focused on the implementation of Adminduk Smart Service services, its alignment with the principles of Inclusive Urban Digital Governance and examining institutional challenges in the implementation of Adminduk Smart Service. These findings show that Adminduk Smart Service is a website-based population administration service that aims to expand the reach and access of services in Samarinda.. In addition, there is an integration of digital services with urban village counters to reach people who have technological limitations. However, there are still challenges such as differences in perception between officers and technological capacity in providing services. This research provides a conceptual contribution to inclusive and responsive digital governance in public administration.

Abstract
This study aims to investigates public participation in crowdsourcing policy making through digital platforms as an innovative approach to enhance inclusiveness, transparency, and accountability in public governance. Using a mixed methods approach, the research integrates quantitative survey data and qualitative insights from in-depth interviews and focus group discussions with key stakeholders. Quantitative analysis measured variables such as digital literacy, perceptions of benefits, ease of use, and participation experiences, while qualitative analysis explored motivations, barriers, and expectations for digital engagement. The findings indicate that respondents generally possess high levels of digital literacy and internet access, with positive perceptions of the benefits of crowdsourcing, particularly in improving communication with government, promoting accountability, and enhancing policy transparency. However, trust in the effectiveness of online participation remains moderate, influenced by concerns over data security, inclusivity, and government responsiveness. Perceptions of ease of use are high, with strong willingness to adopt digital platforms, yet participation levels are still constrained by socio-technical and psychological factors. The study proposes design principles for inclusive, user-friendly, and secure digital platforms that support real-time interaction between citizens and government. These include clear usage guidelines, transparent follow-up mechanisms, multi-channel accessibility, and robust privacy protections. The research concludes that successful implementation of crowdsourced policy making in Indonesia requires not only technological readiness but also supportive regulations, continuous public outreach, and strategies to build trust. The findings provide a conceptual and practical foundation for developing digital crowdsourcing models tailored to the socio-political context of developing countries

Accelerating digital-based bureaucratic transformation has been a strategic program of the Indonesian government since the enactment of Law No. 95 of 2018 concerning Electronic-Based Government Systems and strengthened through Presidential Regulation No. 82 of 2023. Aceh faces unique challenges due to its special autonomy status and the implementation of Islamic law, requiring it to adopt national innovations in digitalizing public administration amidst gaps in ICT infrastructure and socio-cultural characteristics that could potentially impact public participation. This study focuses on analyzing Acehnese people^s perceptions of digital public service applications as a form of e-Government implementation, emphasizing aspects of convenience, trust, and digital participation. The objective is to measure the level of acceptance, utilization, and public engagement, while identifying barriers to providing recommendations for improving inclusive services. Data are sourced from journals, official government websites, laws and regulations, and online news. The analysis was conducted using NVivo 12 Plus through the Crosstab feature, with the main theory being Davis^s (1989) Technology Acceptance Model (TAM). The results show that the utilization of digital public services in Aceh is uneven and tends to fluctuate over the past four years. Services such as e-JKN and Samsat Online have seen improvements, while e-passports and population administration remain low. This finding reinforces the TAM framework, which states that perceived usefulness and ease of use determine technology adoption, while structural barriers such as limited infrastructure, digital literacy, and minimal policy dissemination hinder participation. Improving service quality requires strengthening infrastructure, simplifying interfaces, and effective public communication.

Abstract
Building utilization requires a certificate of building suitability, which is reviewed regarding safety, health, convenience, and comfort, so it can be occupied, as evidenced by a Certificate of Building Functionality. Many buildings do not yet have a Certificate of Building Functionality. This is due to a lack of public awareness, inadequate public awareness by the technical agencies responsible for building construction, and limited capacity to implement the Certificate.This study aims to describe and analyze the factors inhibiting public participation and strategies for optimizing the capacity of technical agencies to address the large number of buildings that do not yet have Certificates of Building Functionality. The research method used is qualitative descriptive. Primary data was collected through discussion group forums. Secondary data was collected from the technical agency website, mass media, journals, books, and other sources. Qualitative data analysis was done using data reduction, presentation, and conclusion drawing or verification.The research results indicate that optimizing the capacity of the Technical Service can be achieved by improving the competency of human resources within the Technical Service and improving coordination between agencies to encourage public participation through outreach, dissemination, technical assistance, and facilitation for communities that do not yet have an SLF or financial support.

In today^s digital era, the need for a fast and efficient reporting system is increasing, especially
for the police who must immediately respond to public complaints. WhatsApp, as a popular
instant messaging application, offers a potential platform to develop a digital reporting system
that is accessible to the wider public. This research aims to develop and test the effectiveness of
a digital reporting system using WhatsApp chatbot in accelerating police responses to public
complaints. This research method includes the stages of needs analysis, system design,
implementation, and evaluation. Data was collected through surveys and interviews with potential
users as well as testing the system in a police environment. Data analysis is carried out
qualitatively and quantitatively to evaluate user performance and satisfaction with the developed
system. The results of the study show that the digital reporting system using the WhatsApp
chatbot is able to increase the speed of police response to public complaints. This result was
obtained based on a validation test with a score of 91% of the very valid category by both media
technology experts and a practicality questionnaire of 90.6% of the very practical category. Users
report a high level of satisfaction with the ease of use and speed of response of the system.

Abstract
Digital transformation in public healthcare services is a response to the growing need for efficiency, accessibility, and quality in healthcare. Innovations such as electronic medical records, telemedicine, and digital health applications have shifted the paradigm of traditional healthcare services towards a more integrated and technology-driven approach. However, this development poses significant legal challenges, particularly concerning personal data protection, the right to health, equitable access, and service accountability.
This research aims to analyze the legal framework governing digital transformation in Indonesia^s healthcare sector, evaluate its alignment with human rights and public health principles, and identify regulatory gaps that could hinder the achievement of an inclusive healthcare system. The method employed is a normative juridical approach, analyzing national legislation and international legal instruments related to health and information technology.
The analysis reveals that despite the existence of foundational regulations, such as Law Number 1 of 2024 concerning the Second Amendment to Law Number 11 of 2008 concerning Information and Electronic Transactions, and Law Number 17 of 2023 concerning Health, there is still a need for regulatory harmonization and implementing policies focused on digital justice and the protection of vulnerable groups. This research recommends the establishment of a comprehensive legal framework that is adaptive to technological advancements and guarantees the constitutional right of every citizen to inclusive and equitable healthcare services.

Abstract
The advancement of digital technology has transformed prostitution practices into online forms that are difficult to monitor and regulate legally. This article analyzes the existing positive legal framework in Indonesia concerning online prostitution and identifies the challenges in law enforcement in the digital era. The research employs a normative juridical approach with legislative and conceptual analyses. Findings indicate that current regulations such as the Electronic Information and Transactions Law (UU ITE), the Criminal Code (KUHP), the Pornography Law, and the Human Trafficking Law (UU TPPO) are not sufficiently effective in addressing online prostitution due to technical, juridical, institutional, and social obstacles. Law enforcement remains hindered by limited investigative capacity in digital forensics, inconsistent application of laws, and inadequate inter-agency coordination. This article proposes juridical solutions including regulatory reform that criminalizes the use of prostitution services, adoption of the Nordic legal model, enhancement of digital forensic technology, and improvement in law enforcement capacity and coordination. Educational approaches and restorative justice are also recommended to strengthen prevention efforts and protect sex workers. The study concludes that effective law enforcement against online prostitution requires a synergy of legal reform, technological advancement, and comprehensive social strategies.

Abstract
This study examines the integration of legal and technological approaches in mitigating the risks of cybercrime, with a focus on the implementation of cyber law regulations and cybersecurity technology in the Southeast Asian region. The study uses normative research methods and case studies, examining various legal policies, regulations, and technological security practices in ASEAN countries. The research findings indicate that the increasing threat of cybercrime necessitates the harmonization of cross-border legal regulations and the implementation of adaptive and collaborative cybersecurity technologies. However, there are significant challenges related to the imbalance in technological capacity and law enforcement among countries, as well as limitations in regional coordination. The study emphasizes the importance of synergy between a strong legal framework, enhanced technical capacity, and inter-state cooperation to create a secure and resilient digital ecosystem against cybercrime threats. Strategic recommendations are provided to strengthen policy harmonization, develop cybersecurity infrastructure, and enhance awareness and capacity among law enforcement agencies in Southeast Asia.

Abstract
Digital transformation has become a primary driver of social and economic change in the modern era, including within legal systems. However, the success of digital transformation largely depends on the principle of inclusivity, which ensures legal access and protection for all segments of society. This study explores the urgent need for legal reform to ensure the law remains relevant, inclusive, and effective in addressing challenges arising from digital innovation, including data governance, cybersecurity, and digital inclusion, while identifying normative constraints and regulatory weaknesses that hinder the realization of fair and inclusive digital transformation. Employing normative legal research through statutory and conceptual approaches, this paper analyzes the limitations of existing legal instruments, particularly in Indonesia, in accommodating evolving digital realities. Findings indicate that Indonesia^s legal system continues to face regulatory fragmentation, lack of recognition of digital rights as fundamental human rights, and insufficient public participation mechanisms in digital policy formulation. Therefore, comprehensive legal reform is necessary, encompassing substantive legal updates, institutional strengthening, and participatory approaches to realize just, inclusive, and sustainable digital governance. This article recommends policymakers integrate the principle of inclusivity as a fundamental foundation in the national digital legal reform agenda.

Abstract
This article critically examines the emerging discourse that advocates for conjugal visits in prison, particularly the notion that sexual intimacy should be recognized as a fundamental right for incarcerated individuals. While some jurisdictions have adopted limited conjugal visitation programs, this paper argues that such policies are not only normatively flawed but also risk undermining the core objectives of incarceration, including deterrence, retribution, and moral rehabilitation. Through a comparative legal analysis, this article demonstrates that countries such as Japan, the United Kingdom, and Indonesia have deliberately refrained from institutionalizing conjugal visits, favoring prison discipline and civil moral restoration over facilitating personal gratification. Conversely, jurisdictions that have implemented such programs-such as certain U.S. states and Latin American countries-have faced serious challenges, including administrative abuse, unequal access, and ongoing moral controversy. The article asserts that framing conjugal visits as a ^right^ misconstrues the nature of incarceration as a legally sanctioned deprivation of liberty, not a space to preserve all pre-incarceration life aspects. Moreover, prioritizing sexual intimacy in the prison context risks policy distortion and diverts attention from more urgent inmate needs such as healthcare, education, and reintegration support. Ultimately, the paper contends that states have no legal, moral, or rehabilitative obligation to facilitate sexual access for inmates, and doing so may in fact undermine the foundational purposes of punishment. Calls to institutionalize conjugal visits-especially within transitional or developing legal systems-should thus be met with rigorous critical scrutiny and, where appropriate, outright rejection.

Abstract
Digital transformation brings significant changes in various aspects of life, including education, health, economy, and public services. However, this development is not yet fully inclusive. The lack of availability of digital infrastructure in certain areas has created access gaps, especially for vulnerable groups such as communities in 3T areas (frontier, outermost, and disadvantaged), persons with disabilities, and the elderly. This research aims to analyze the forms of legal protection for vulnerable community groups due to the lack of digital availability and the ideal legal framework model to ensure equal rights in accessing digital technology. This research uses a normative juridical method with a statutory approach, conceptual approach, and comparative approach. The research results show that existing regulations, although they have addressed the right to access information and digital-based public services, have not fully provided effective protection for vulnerable groups due to a lack of regulatory integration, limited infrastructure, and low digital literacy. And the ideal model of a legal framework to ensure equality in accessing digital technology is a model that recognizes the right to digital access as a constitutional right and part of human rights, includes affirmative regulations that promote substantive equality, and is equipped with institutional instruments and inclusive oversight mechanisms. Without such a comprehensive legal framework, digital transformation has the potential to deepen social inequalities, rather than reduce them.

Abstract
The digital transformation of state administration requires a robust and inclusive legal infrastructure, including the use of electronic certificates as a legal instrument in the digitization of public services. This study aims to analyze how Indonesia^s legal framework regulates and supports the use of electronic certificates in state administration and to what extent these regulations promote digital inclusivity across all segments of society. A normative juridical approach is employed, focusing on the analysis of relevant legislation such as the Electronic Information and Transactions Law (ITE Law), Government Regulation No. 71 of 2019, and related derivative regulations concerning digital signatures and electronic certificates. This research also examines implementation challenges, including digital access disparities, technological literacy, and infrastructure readiness. The findings indicate that while Indonesia has a sufficient normative legal foundation for the use of electronic certificates, technical, social, and geographic barriers remain that hinder inclusive implementation. Therefore, affirmative policy reinforcement and regulatory updates responsive to technological changes and societal needs are essential to ensure that digital transformation in public administration is truly inclusive and does not marginalize vulnerable groups.

Abstract
This study examines the legal aspects of consumer protection in online lending services (fintech lending) in Indonesia during the era of inclusive digital transformation. Although several regulations exist, such as Financial Services Authority Regulations (POJK), the Consumer Protection Law, and the Personal Data Protection Law, legal protection for consumers still faces various normative and implementation challenges. These include the absence of a specific fintech law, weak supervision of illegal fintech operators, low consumer digital literacy, and ineffective dispute resolution mechanisms. This study recommends the establishment of a comprehensive and adaptive legal framework, including the enactment of a national fintech law, strengthening the role of regulators, developing supervision systems and digital dispute resolution mechanisms, and enhancing consumer digital financial literacy. Such improvements aim to strengthen consumer protection in fintech lending services responsively and inclusively amidst the dynamics of modern financial technology.
