Stakeholder Involvement in Inclusive Campus Services for Students with Disabilities in Indonesia Gilang Wilmantara, Bimantara Nur Alim
Universitas Mulawarman
Abstract
This study aims to describe several relevant services that need to be supported by stakeholders to support the inclusion of people with disabilities in higher education in Indonesia. The method used in this research is a descriptive qualitative method. Using the secondary data obtained from news, journals, published articles, and government survey results, which were reviewed based on the conditions of several campuses in Indonesia, with a minority of disabled students. The results of the study indicate that the implementation of disability inclusion in Indonesian universities still faces significant challenges, particularly in terms of infrastructure, human resource readiness, and policy implementation. Some universities have begun efforts through the establishment of disability service units, training to provide disability services, and the provision of accessible facilities. However, service indicators that serve as benchmarks for inclusivity have not yet been consistently applied. The findings of this research reveal that disability inclusion in Indonesian higher education institutions has not been implemented systematically. Although some institutions have made initial efforts to adopt an inclusive approach, there are no standardized evaluation indicators to assess the achievements and quality of services provided. The absence of these standards results in inclusion policies and practices being implemented without a consistent direction.

Flouting Conversational Maxims as a Reflection of Political Identity and Inclusion Strategies in Gubernatorial Debates Dian Purnama Sari (a)*, Nadhira Dwi Prastiwi (b)
STBA Prayoga
Abstract
This study investigates the flouting of conversational maxims in the 2024 West Sumatra Gubernatorial debates. It aims to identify how and why the candidates violate Grice^s maxims during their political discourse. The data were obtained from the official YouTube broadcast by TVRI Sumbar, the media partner of the Indonesian General Election Commission. The analysis reveals that both Governor candidates flouted all four maxims-quality, quantity, relevance, and manner-primarily to strengthen their arguments and discredit their opponents. The maxim of relevance emerged as the most frequently flouted, often used to divert sensitive questions, while the maxim of quantity was flouted the least. Notably, instances of exaggeration and misleading statements were observed as forms of flouting the maxims of quality and quantity. These pragmatic strategies not only reflect the candidates^ rhetorical approaches but also suggest how language is employed to shape public perception and engage diverse voter communities.

More Than Words: Connecting Diverse Communities Through Public Signage Translation in Demak Regency Febrianus Rio Sasuwang, Mochamad Nuruz Zaman
Politeknik Negeri Jakarta PSDKU Kabupaten Demak
Abstract
In heritage destinations like Demak Regency, public signage is a critical interface for connecting with diverse, international communities. Proper translation can transform these signs into linguistic bridges, fostering inclusivity and a welcoming atmosphere. This study investigates how current translation practices on public signage in Demak support or undermines this goal. The research employs a qualitative case study methodology, analyzing 50 bilingual signs through a dual framework: assessing accuracy using the model by Nababan et al. (2012) and evaluating the effectiveness of intercultural community bridging using a framework adapted from Byram (1997). The findings reveal that an over-reliance on the literal translation technique is systemic. This results in an average accuracy score of 2.22 (Less Accurate) and, more critically, an average community bridging score of 2.0 (Moderate). This demonstrates that even when translations are partially understandable, they frequently fail as acts of intercultural hospitality, creating linguistic and cultural barriers. This paper argues that a conscious shift from literalism towards functional, target-oriented techniques like established equivalence is essential. By doing so, Demak can transform its public signage from simple directives into powerful tools that are ^more than words,^ enhancing intercultural understanding and solidifying its status as an accessible global heritage site.

Exploring Why Mothers Read: Educational Differences in Motivational Goals for Shared Book Reading in Early Childhood Fanissa Narita
Universitas Terbuka
Abstract
This paper discusses the motivational orientation of the mothers during shared book reading (SBR) with their toddler or preschoolers and their relationship with the educational backgrounds. The study is concerned with (1) the prevailing maternal intentions of the participation in SBR, as well as (2) the connection between the maternal intentions and the level of maternal education. A structured questionnaire was used to collect data on 32 mothers about the study aimed at evaluating the reason as to why they are interested in practicing SBR. In order to gather additional meaning and context to the quantitative results, six individuals were chosen to be interviewed on a follow-up basis through semi-structured interviews. The results of the descriptive analysis of the questionnaire revealed that, holistic motives of overall reinforcing emotional connections, enhancing speech formation, and activating cognition were dominant in all levels of education. Nonetheless, higher educated mothers had much lesser chances of expressing the teaching of skills motivation like teaching the alphabet or reading ability. These results show that the beliefs regarding SBR are predominantly holistic, but maternal education has an impact on the extent to which the instructional purposes are emphasized. Such understandings highlight the significance of providing the parents with complex insights into early literacy that will allow them to maximize both the language and emotional and cognitive development of children through effective interactions with literacy.

Abstract
This conceptual study examines the disruptive impact of generative artificial intelligence (AI) on advertising-driven media models in emerging economies, specifically focusing on Indonesia. The research identifies a pressing problem: the increasing use of algorithmic content creation and targeted advertising has intensified financial instability among traditional media outlets, weakened public trust, and eroded democratic resilience. This study aims to investigate these dynamics and their broader implications for the sustainability of independent journalism in the digital age. This research employs a qualitative and comparative approach. The analysis synthesised data from institutional reports and recent case developments, incorporating comparative insights from Australia and Singapore to contextualise reform possibilities. The study proposed collaborative governance frameworks involving media actors, academia, and civil society as a strategic pathway to counteract these disruptions. Key findings showed that the absence of adaptive regulatory mechanisms and public-interest funding models had left Indonesia^s media landscape particularly vulnerable to AI-induced volatility. In conclusion, this study emphasised the urgency of long-term digital media reforms rooted in inclusivity, sustainability, and knowledge-sharing to protect democratic institutions and rebuild public confidence in news systems.

From Algorithms to Protection: Addressing Structural Failures and Skills Mismatches in Indonesian Gig and Informal Labor Markets Hilman Abdul Halim(a), Tomi Setiawan(a), Bonti(a)
a) Universitas Padjadjaran
Abstract
Informal workers, including gig workers, dominate the Indonesian economy, accounting for 59.40% of the workforce in February 2025. However, they face challenges such as unstable incomes, lack of social security, and low productivity. This study uses a qualitative methodology through secondary data analysis to explore the realities of gig workers and informal workers. Gig workers, regulated by digital platform algorithms, face dependence as ^dependent contractors^ without full control over their work. The failure of structural transformation is demonstrated by premature deindustrialization and skill mismatch, which exacerbate inequality and brain drain. Regulations for gig workers are currently fragmented and minimal, necessitating a comprehensive policy encompassing social security (health, work accidents, death, old age, unemployment), occupational safety and health (K3), data securitization, and algorithm transparency. A dynamic Labor Market Information System (SIPK) is also needed to map labor needs and support the HR roadmap towards Advanced Indonesia 2045. This recommendation aligns with the 2024 ILO agreement on the protection of digital platform workers, drawing on best practices from countries such as Mexico and Europe. This research emphasizes the need for targeted policy interventions to achieve decent work and address structural inequalities.

Abstract
This study explores the potential of Non-Fungible Token (NFT)-based waqf as an innovative model for financing education in marginalized communities. The emergence of blockchain technology enables digital assets to be uniquely identified, transparently managed, and sustainably utilized, creating new opportunities for productive waqf management. NFT waqf is positioned not only as a form of digital philanthropy but also as an instrument of Islamic social finance that strengthens equity and inclusiveness in educational access. The research applies a literature-based, descriptive-analytical method by reviewing classical waqf jurisprudence, blockchain applications, and current practices of digital waqf. Findings suggest that NFT waqf has strong potential to generate continuous financial resources through sales, auctions, and royalty mechanisms. These resources can be distributed to cover scholarships, improve learning facilities, and expand digital infrastructure in underprivileged communities. Despite its promise, several challenges remain, particularly related to regulatory frameworks, the digital literacy gap, and the need for clearer legal and sharia compliance of digital assets. To address these issues, the study recommends active collaboration among regulators, waqf managers, technology developers, and educational institutions. Such cooperation is essential to ensure the sustainability, legitimacy, and social impact of NFT waqf as a practical solution for inclusive and equitable education.

Abstract
The dynamic realm of digital communication is increasingly offering us the opportunity to transcend the barriers of tradition and create more inclusive, participatory learning environments. Virtual Reality (VR) is emerging as a powerful medium for this purpose. It holds immense potential for bridging learning gaps, particularly for communities that have been marginalized or otherwise excluded on the basis of geographical, social, or physical barriers. The immersive and interactive qualities of VR are instrumental in this transformative process. This paper explores the application of VR in fostering a more inclusive digital learning space. We specifically delve into how VR can enhance engagement, foster experiential understanding, and promote equal access to resources in educational settings. Drawing upon theoretical foundations from social constructivism and the principles of digital inclusion, we propose a hybrid framework. This framework leverages the potential of VR and digital communication strategies to create a more inclusive learning ecosystem. The paper discusses key dimensions including accessibility, immersion, interaction, and community-building. It also contemplates the broader implications of VR-powered learning in relation to overarching societal goals such as social equity and participatory inclusion. This paper, at its core, seeks to contextualize VR within the broader narrative of inclusive digital transformation, providing educators, policymakers, and technologists with valuable insights for building a fairer, more equitable digital learning future.

Abstract
Indonesia^s rapid digital transformation promises to enhance service efficiency and accessibility, yet it risks widening the digital divide and excluding vulnerable groups. The role of the legal framework is crucial to ensure that technological advancements proceed in a just and inclusive manner. This research aims to critically analyze the legal framework in Indonesia in supporting inclusive digital transformation, with a case study focus on the accessibility of digital public services for persons with disabilities, the elderly, and low-income communities. Using a socio-legal research method with a qualitative approach, this study will examine relevant laws and regulations and conduct in-depth interviews with stakeholders, including regulators, service providers, and representatives of civil society organizations. The expected outcome of this research is a comprehensive mapping of the challenges-in terms of legal substance, structure, and culture-in the implementation of digital inclusion policies. Furthermore, this study will formulate recommendations for a more responsive and integrated legal framework model to ensure that no one is left behind in Indonesia^s digital era.

A Conceptual Framework for Inclusive Semantic Retrieval in Digital Heritage Archives KianLam Tan HengWei Lee ChenKim Lim
School of Digital Technology, Wawasan Open University, George Town 10050, Penang, Malaysia
Institute for Environment and Development (LESTARI), Universiti Kebangsaan Malaysia (UKM), Bangi, Malaysia
Abstract
Cultural heritage platforms such as Europeana face the challenge of providing equal access to linked data collections to the widest possible audience. Semantic search tools of large-scale heritage data are at the moment not very intuitive for the average non-expert user. This conceptual proposal paper makes the case for the development and design of a generic model to better facilitate the discovery and retrieval of information in cultural heritage knowledge graphs. It presents the results of a preliminary mapping of information needs and a framework to enhance information retrieval performance for linked data models, in particular, to the Europeana Data Model (EDM) by adding semantic weighted relationships between the various entities described by the RDF schema. It combines approaches from category-based weighting of graph edges (incorporating contextual semantic information related to entity relationships in the knowledge graph), the exploitation of external linked data sources such as DBpedia and Freebase and graph traversal algorithms for path ranking, to enable more accurate and inclusive search results based on user queries. The proposed model can support non-expert users, for example educators and historically underrepresented communities, to explore cultural artifacts, potentially even if no exact match for search terms can be found in the data or no specific domain knowledge exists. This aligns with an agenda for inclusive digital communication which goes beyond access to data, to its proactive semantically-mediated discovery. The paper concludes with a plan for future evaluation and the potential for cross-domain application to digital libraries, and cross-cultural linked data collections.

A Conceptual Framework for Inclusive Smart City Monitoring Using YOLOv10 KianLam Tan ChenKim Lim
School of Digital Technology, Wawasan Open University, George Town 10050, Penang, Malaysia
Institute for Environment and Development (LESTARI), Universiti Kebangsaan Malaysia (UKM), Bangi, Malaysia
Abstract
The shift towards digital economy has made it increasingly clear that the city digital governance needs to be adaptable enough to ensure that the city it serves is as inclusive and sustainable as possible. However, real time object detection powered by deep learning no longer is a straightforward technical problem of model replacement for computational improvements or inference speedups. It needs to become more scalable, contextually more correct, and fairer as the risks of AI-powered city monitoring to marginalize already underserved and underrepresented communities grows with scope of its deployment and range of its applications. To address this shortcoming, this paper attempts to provide a conceptual framework for responsible deployment of state-of-art YOLOv10 object detection models for situational awareness in the smart cities. Linking the strengths of YOLOv10 (multiscale object detection with edge-compatible architectures and improved contextual understanding) and the key principles of digital inclusion, transparency and effective governance, the proposed conceptual framework will help improve both scalability and the contextuality as well as fairness in deployment of AI-based object detection applications towards informed and responsible urban decision-making. A five-layered conceptual model is offered from data collection to ethical considerations and representative applications of inclusive city digital governance such as accessibility mapping, emergency response and smart waste management. Overall, this work attempts to situate the ongoing discussion of responsible AI in object detection on a firmer foundation with ethical design considerations by drawing meaningful parallels to the emerging field of inclusive urban digital communication.

Department of Information Technology and Computer Science, STAR International School, Dubai, UAE
Abstract
Indonesia^s low global ranking in English proficiency limits both economic competitiveness and international engagement. This study critically examines the current state of English proficiency and evaluates the potential of digital innovations to address existing challenges. A review of mobile applications, AI-powered systems, gamification platforms, and virtual reality tools is combined with an analysis of government-led digital education initiatives. Findings indicate that improved English skills yield measurable economic benefits, with AI integration and public-private partnerships offering significant promise. However, persistent barriers - including the digital divide, inadequate infrastructure, and limited teacher capacity - hinder effective implementation. While digital tools present considerable opportunities for progress, over-reliance on technology risks marginalising traditional pedagogies that remain valuable in language acquisition. Sustainable improvement requires equitable access, investment in infrastructure, and context-sensitive strategies that balance technological innovation with established instructional methods to ensure long-term impact within the Indonesian educational landscape.

Abstract
Wikipedia is touted as ^the last good place^ on internet due to its open-access nature, widespread popularity and increased reliability over time. It is one of the most visited websites of all time with global readership reaching 16 billion views per month. Considering Wikipedia^s huge influence on digital discourse and knowledge diffusion, we utilize the platform to enhance digital literacy and citizen diplomacy skills for university students and lecturers. The WikiDiplomasi project is an initiative developed by KlubWiki Universitas Brawijaya to improve the quantity and quality of content related to diplomacy and international relations (IR) on the Indonesian Wikipedia. Implemented from February to May 2025 with funding support from the Wikimedia Foundation, the project involved six universities and six Wikimedia communities in Indonesia. The project had successfully trained 207 participants and 133 new editors, created 104 new articles, and improved 239 existing articles, and contributed to more than 383,000 bytes of Wikipedia edits. The project also demonstrated that a collaborative approach between higher education and the Wikimedia communities is effective in improving access to open knowledge and creating new digital contents. Nonetheless, the project faced key challenges, namely engaging with new participants and managing a complex and demanding project. In the future, WikiDiplomasi has the potential to be expanded to more universities and integrated with national and global Wikimedia movement.

Fostering Social Inclusion through Digital Narratives: Transformative Communication Practices in Local Communities Zenitha Kurnia Putri
Ilmu Komunikasi FISIP Universitas Brawijaya, Jl. Veteran No.10-11, Ketawanggede, Kec. Lowokwaru, Kota Malang, Jawa Timur, Indonesia
Abstract
The current age of technology has enabled communication to evolve from a simple information exchange to a two-way interactive process where information sharing takes place. Storytelling has always been a powerful tool for communication, although recent advancements in technology have facilitated greater and more effective storytelling for various purposes, including expression, advocacy, and identity creation, particularly for previously excluded groups in society. This research aims to study how people from East Java employ digital storytelling, not only to brand a product or capture an event but also to empower people and drive transformative communication practices that ultimately enhance social inclusion.
The study focuses on three communities, Perempuan Punya Karya East Java chapter, Gedong Ijen Education Creative Center (GIECC), and Detar Foundation, through a qualitative case study approach. For the realization of the study, detailed interviews, participatory observation, and the analysis of other documents were conducted. Their digital narratives are created from lived experiences through which they intend to bring transformational social change, advance the cause of the voiceless, and reconstruct social relations.
Using Paulo Freire^s transformative communication framework, this paper outlines how digital storytelling functions as praxis, which is informed action. Digital storytelling fosters collective awareness as well as builds alternative representations in the realm of public discourse. This study argues that the potential of digital narratives can be harnessed as inclusive and strategic tools for participatory development and grassroots communication.
