Beyond Technology: Digital Leadership as a Foundation for Achieving Success in Public Sector Digital Transformation a) Program Doctor Administration Publik, Universitas Padajajaran, Bandung, Indonesia Abstract Digital transformation in the public sector frequently falls short of its full potential because it overemphasizes technology-related factors while overlooking essential leadership components. The disparity between adopting digital technology and leadership skills in navigating change is a significant barrier to achieving successful transformation and enhancing public service effectiveness. The goals of this research are to (1) Examine the strategic significance of digital leadership as a key element that transcends simple technical matters in the success of digital transformation within the public sector, and (2) Determine the most impactful key dimensions of digital leadership regarding public entities. This qualitative exploratory method employs a multiple case study strategy involving three public organizations in Indonesia experiencing digital transformation. Data were gathered via comprehensive interviews with 25 leaders/policy makers and analysed thematically using source triangulation.
