Beyond Technology: Digital Leadership as a Foundation for Achieving Success in Public Sector Digital Transformation

Abstract

Digital transformation in the public sector frequently falls short of its full potential because it overemphasizes technology-related factors while overlooking essential leadership components. The disparity between adopting digital technology and leadership skills in navigating change is a significant barrier to achieving successful transformation and enhancing public service effectiveness. The goals of this research are to (1) Examine the strategic significance of digital leadership as a key element that transcends simple technical matters in the success of digital transformation within the public sector, and (2) Determine the most impactful key dimensions of digital leadership regarding public entities. This qualitative exploratory method employs a multiple case study strategy involving three public organizations in Indonesia experiencing digital transformation. Data were gathered via comprehensive interviews with 25 leaders/policy makers and analysed thematically using source triangulation.
Results indicate that digital leadership acts as a transformative driver that holds greater importance than just technological expertise. Three essential dimensions were recognized as the main foundations: (1) The capacity to
create a digital vision and strategy that aligns with public service values, (2) A digital mindset and agility in navigating complex changes and uncertainties, and (3) The competence to promote a collaborative and innovative digital culture and talent. The achievement of the transformation is greatly reliant on the convergence of these three aspects. This study^s conclusion affirms that the effectiveness of digital transformation in the public sector depends not on technology, but rather on the ability of its leadership. Digital leadership serves as a fundamental element that connects the possibilities of technology with the ongoing enhancement of sustainable performance in public organizations.
