Abstract

Indonesia^s rapid digital transformation promises to enhance service efficiency and accessibility, yet it risks widening the digital divide and excluding vulnerable groups. The role of the legal framework is crucial to ensure that technological advancements proceed in a just and inclusive manner. This research aims to critically analyze the legal framework in Indonesia in supporting inclusive digital transformation, with a case study focus on the accessibility of digital public services for persons with disabilities, the elderly, and low-income communities. Using a socio-legal research method with a qualitative approach, this study will examine relevant laws and regulations and conduct in-depth interviews with stakeholders, including regulators, service providers, and representatives of civil society organizations. The expected outcome of this research is a comprehensive mapping of the challenges-in terms of legal substance, structure, and culture-in the implementation of digital inclusion policies. Furthermore, this study will formulate recommendations for a more responsive and integrated legal framework model to ensure that no one is left behind in Indonesia^s digital era.
