Abstract

Professional educators play a critical role in shaping student learning outcomes, particularly in the 21st century, where the rapid advancement of technology, information, and communication presents both significant opportunities and challenges. One of the pressing issues faced by the Office Administration Education Study Program is the lack of digital-based instructional materials available to lecturers, especially for key courses. This study aims to develop instructional materials for the Office Simulation course, integrating both theoretical and practical components and incorporating a Project-Based Learning (PBL) model. This course was selected due to its fundamental role in introducing students to clerical and administrative practices within the context of office administration. The study employs a Research and Development (R&D) methodology, utilizing the ADDIE model-comprising five phases: Analysis, Design, Development, Implementation, and Evaluation. Data analysis focuses on three key dimensions: validity, effectiveness, and practicality. The findings are expected to enhance the quality of teaching and learning by providing structured, contextually relevant, and pedagogically sound digital resources that align with 21st-century learning competencies.
