Abstract
This study aims to develop an addiction counseling model for NAFZA (Narcotics, Psychotropics, and Other Addictive Substances) based on North Sumatra Provincial Regulation No. 1 of 2019 and Governor Regulation No. 19 of 2021. The model serves as an effective intervention for students who are victims of NAFZA abuse, in line with the regulations that prioritize rehabilitation over expulsion. However, most Guidance and Counseling (BK) teachers lack competence in addiction counseling and still use conventional methods. This research employs a qualitative developmental design involving BK teachers, principals, students, and parents. Data were collected through interviews, questionnaires, and participatory observation. The research stages include needs analysis, model development, implementation, evaluation, and data analysis. This study is expected to produce an effective addiction counseling model and improve the competence of BK teachers.
