Risnan Aldino 1*, Rina Suryani Oktari 2, Nishi Yoshimi 3

Graduate Program in Disaster Science, Universitas Syiah Kuala, Banda Aceh, Indonesia

Abstract

In Indonesia, the role of Bhabinkamtibmas (community police officers) is particularly important in preventing social conflicts from escalating into larger crises. Despite the guidelines outlined in Peraturan Kapolri (Chief of Police Regulation) No. 8/2010, significant gaps have been identified in officers^ knowledge and practical application of these protocols. This study evaluates the knowledge and awareness of Bhabinkamtibmas in Banda Aceh regarding the identification of potential social conflicts, which is essential for effective social disaster management. Quantitative, survey, Chi-Square, and ANOVA. No significant association between years of experience and knowledge categories among officers and difference in average knowledge scores across experience groups. There is a clear need for targeted training programs aimed at less experienced officers to enhance their conflict identification skills early in their careers. Enhanced training and mentorship programs, institutionalizing knowledge creation mechanisms, community-police collaboration, incorporation of technology in conflict identification, and monitoring and evaluation frameworks

Keywords: Bhabinkamtibmas, social disaster management, conflict identification, knowledge creation, Peraturan Kapolri
