ANTASEDENT PREPARATION OF RESEARCH PERFORMANCE EVALUATION INSTRUMENT

Abstract

Introduction:
Research performance appraisal is an influential activity in providing information regarding universities^ quality for decision-makers in implementing performance-based budgeting programs. A study is needed to follow up on Hermanu^s et al. (2022) recommendations for adapting performance appraisal instruments to government policies in promoting research results for economic, social, capacity building, and the environment.

Purpose:
To Analyze the effect of input, process, output, productivity, and outcome variables on university research performance and look for parameters that reflect these variables for measuring research performance in universities

Methode:
Quantitative research methods were through a survey of 150 directors of research institutions and analyzed using SEM-PLS with the R program.

Main Finding:
All variable relationships have a significant positive effect that the hypothesis is accepted, except for the relationship between process variables and productivity, which is not significant. Seven indicators reflect input variables, twelve on process variables, eight on output variables, four on productivity variables, and ten on outcome variables.

Implication:
In addition to providing implications for scientific development, this study provides new insights for policymakers at the national and institutional levels in evaluating research performance in tertiary institutions. The findings obtained contribute as antecedents in the improvement of research performance appraisal instruments.
