Abstract
The background of this research is the lack of internalization character-based education and Islamic religious values in scouting activities. This research and development resulted in a textbook for scouting activities based on the 2013 curriculum and the Islamic religion. The method research refers to Derek Rowntree model. This scout textbook is designed for movement activities that refer to cub and brownie scouting level minimum skill requirements. There are three steps of development- (1) planning, (2) prewriting, (3) writing and editing. Results of the material expert validation determine an average test of 3.45 and learning media experts 3.33. After re-editing the product, field trials on scout activities obtained an average result of 3.41, the effectiveness test with an N-Gain score obtained a score of 0.75 (75%), it can be concluded that the developed textbook is effective. the results of this research on scout textbooks based on the 2013 curriculum and the Islamic religion are suitable to be implemented.
