Assessing the Quality Fulfillment of Integrated Green Open Space Functions in Bandung City Based on the Indonesia Green-Blue Index (IHBI)

Abstract

Bandung City faces significant challenges in providing adequate Green Open Space, with the current provision reaching only 12.8 percent of the total city area far below the national minimum standard of 30 percent. Amid limited land availability and increasing development pressure, enhancing the quality of existing RTH becomes a strategic alternative. This study aims to evaluate the quality of nine urban parks in Bandung using the Indonesian Green Blue Index (IHBI), which measures both ecological and social aspects through a weighting system and bonus points for vegetative elements. The method involved field observations to identify park elements such as vegetation types, pavement materials, and additional ecological features, analyzed using IHBI calculation schemes based on the Regulation of the Minister of ATR BPN No. 14 of 2022. The results show that Tegallega Park recorded the highest IHBI score 110,650.94 m2, while Sukajadi Park 3,519.42 m2 and Cibeunying Park 8,895.65 m2 had the lowest values due to their limited area. Interestingly, three strategically located urban parks Alun Alun Bandung, Alun Alun Ujungberung, and Alun Alun Cicendo also showed low bonus element scores, indicating a need to improve the ecological quality and vegetative features of these spaces. The study recommends optimizing vegetation cover, using permeable materials, and adopting IHBI as a regular assessment tool for sustainable urban park management.
