Abstract
This study addresses the ethical challenges faced by Pancasila and Civic Education (PPKn) teachers, highlighted by over 1,200 cases of professional ethics violations reported in the 2022 National Education Performance Evaluation. A significant number of these cases stem from a limited understanding of the professional code of ethics. PPKn teachers hold a strategic role in shaping students^ character based on Pancasila values. However, existing teaching modules are often generic and fail to meet the contextual needs of educators in the digital era.
The aim of this research is to develop a professional ethics teaching module for prospective PPKn teachers-classified as digital native teachers-grounded in Pancasila values, to enhance students^ cultural and civic literacy. This study employs the Borg & Gall Research and Development (R&D) model, comprising needs analysis, design, validation, field testing, revision, and implementation. Data were collected through interviews, questionnaires, and documentation, and analyzed using both qualitative and quantitative methods.
The expected outcome is a professional ethics training module that is relevant, contextual, and firmly rooted in Pancasila values. The module is intended to empower future PPKn teachers to serve as innovators and role models in fostering civic literacy and preparing students to face the challenges of globalization. The proposed Technology Readiness Level (TRL) is at level 5, which includes the validation stage through field trials. This research is expected to enrich the academic literature on professional ethics education for PPKn teachers and strengthen the competencies of the digital native teacher generation
