Abstract
The development of Zone of Integrity (ZI) is mandated by the Ministry of State Apparatus Utilization and Bureaucratic Reform (Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia/Permenpan) Regulation Number 52 of 2014 regarding the Guidelines for the Development of ZI within Governmental Agencies. The goal of establishing a ZI is to promote an environment of Free from Corruption (Wilayah Bebas Korupsi/WBK) at work unit level, and progressing towards a Clean and Serving Bureaucracy (Wilayah Birokrasi Bersih dan Melayani/WBBM). Bureaucratic reform is one of the initial steps to support the government^s program to promote the betterment of public organization system by the means of restructurization in order to be a more effective and efficient entity. With the hope that it can provide a rapid, accurate, and professional service to the community and to realize the application of good governance and clean government, the removal of corruption, collusion, and nepotism practices (Korupsi, Kolusi, dan Nepotisme/KKN), and to improve the delivery of principal service as well as the performance and accountability capacity to do so.
