Abstract
This research discusses social dynamics in managing an institutional system that prioritizes the goals to be achieved. A plan is needed to achieve overall goals along with the necessary policies. It is necessary to prepare a work program to achieve predetermined goals and organize the necessary activities. In this research, the assumption used is that each social entity has responsibilities in each field. The research model uses SWOT analysis as a basis for making decisions.
