Implementation of the Community Development Model at the Jogo Tonggo Task Force in Controlling COVID-19

Abstract

The Government of the Republic of Indonesia has determined that COVID-19 is a non-natural disaster that requires integrated management through community development. The handling of COVID-19 in Central Java is carried out through the ^Jogo Tonggo Task Force^. This study aims to implement a community development model on the Jogo Tonggo Task Force in Controlling COVID-19. This research was conducted through a phenomenological study, in Karanganyar Regency, from July to November 2022. The sampling technique used purposive technique. There were 31 informants, from 5 sub-districts. Data collection techniques through document review and in-depth interviews. Data analysis consists of descriptive, reduction, essence and intentionality. The planning of the Controlling COVID-19 was carried out by the community. Implementation of tasks in accordance with their respective duties, helping each other, working together, coordinating, utilizing community leadership, increasing community capacity, procuring resources in mutual cooperation, socialization and setting an example. Implementation of organizational change, namely defining and recognizing the existence of problems, analysis, solving, and evaluating problems, developing and institutionalizing innovations, and policies. The implementation of emotional support is providing empathy and love, moral and material support and not isolating. Instrumental support is providing food assistance, masks, and making hand washing facilities, as well as giving signs of social distancing in worship place. Informational support, namely providing advice, suggestions, and information. Assessment support is to provide feedback, sanctions, and warnings. The community development model at the Jogo Tonggo Task Force includes: local development models, organizational change, emotional, instrumental, informational, and assessment support.
