A Mathematical Framework for Scheduling Regular and Reserve Nurses During the Pandemic (a) Logistics Engineering Department, Universitas Pertamina, Jl. Teuku Nyak Arief, Simprug, Kec. Kby Lama, Kota Jakarta Selatan, DKI Jakarta, Indonesia 12220 Abstract Nurses are one of the most fundamental human resources of hospitals and other related healthcare organizations. They are responsible for taking care of the patients in order to improve patients^ satisfaction. Recently, a dramatic surge of patients due to the Covid-19 pandemic has caused some problems in hospitals. One of the most complicated problems is determining the nurses^ schedules to treat Covid-19 patients. This study seeks to propose a mathematical framework for determining the optimal schedules of nurses during the Covid-19 pandemic. In this research, we propose an opportunity for individual nurse to serve as a regular or reserve nurse. The objective of this research is to maximize nurses^ preferences in choosing their preferred schedules on working time (as a regular and reserve nurse) and day-off over a monthly period. An integer linear programming model with branch-and-bound algorithm is formulated and applied to a real case of the NSP in the Emergency Department (ED) of Hospital X in Palembang City, Indonesia. The data regarding nurses^ preferences in choosing their preferable schedules are collected using a questionnaire. The results signify the effectiveness of the proposed model in generating the optimal assignments of the regular and reserve nurses to ultimately provide prompt-sufficient medical care during the pandemic.
