Tourism Villages Governance Model in Klungkung Regency, Bali, Indonesia Warmadewa University, Denpasar, Bali, Indonesia Abstract Developing a tourism village faces challenges in governance and uncertainty along with the tendency of increasingly fierce competition. Appropriate governance system is needed to lead to a competitive and sustainable tourism village through planning that involves key stakeholders. The purpose of this study is to find out the model of tourism village governance in Klungkung Regency towards competitive and sustainable tourism based on participatory scenario planning. The methodological framework for participatory scenario planning integrates the focus group discussion method with the participatory analysis from LIPSOR model, specifically MICMAC, MACTOR, and MULTIPOL module. Structural analysis shows that the key variables that are most influential in efforts towards competitive and sustainable tourism village are leadership, institution, establishment, human resources, community participation, partnership, networking, and regulation. The most influential actors for the progress of the tourism village are official village leader, traditional village leader, public figure, local government, mass media, non-government organization, and academic. Whereas the highest performance policy with respect to scenarios towards a competitive and sustainable tourism village from multi-criteria analysis is the institutional strengthening.
