Abstract
Many policies end in failure due to the negative disposition of the implementers, especially for policies that involve many actors, large implementing organizations, and the involvement of many supporting sectors such as the National Health Insurance - Healthy Indonesia Card, the vulnerability to failure due to the executive position is quite a concern. reasoned. This study aims to determine the factors that affect the disposition of policy implementers at the Makassar City Branch Health Social Security Administering Body as a policy implementing organization. The qualitative approach was chosen as a research method by conducting in-depth interviews with 10 informants at branch offices and 40 informants spread across 20 health facilities. The results show that the disposition of the implementer of the implementation is largely determined by organizational factors such as loyalty to the leader, job security, leadership style, incentives and optimism towards policy prospects, this then format what the authors call as a neutral disposition.
