1. Please explain water conservation efforts that can be carried out by village
communities?
2. How to strengthen village institutional HRD in determining water conservation
regulations?

1. Technically with technical protection of water sources, reforestation, and
technical protection of watersheds. On a non-technical basis, by using water wisely,
in partnership with local governments and community organizations to enforce
local and government regulations related to water resource conservation. The
strength of the village lies in the capacity of its community, so that social capital is
the main requirement for effective technical and non-technical water conservation
implementation.
2. The effectiveness of regulations determined by village institutions is largely
determined by the human resources of the village institutions. HRD for village
institutions is carried out in partnership with village communities and local
governments. Partnership with village communities is a requirement for the
suitability and acceptability of the regulations to be established. Partnership with
local government, is to ensure legal umbrella and non-financial financial support, to
ensure that local village regulations are in line with local water resources
conservation regulations and programs.
