Well, it depends. If your problem is regarding the mechanics, punctuation, and diction, I suggest that using GRAMMARLY is really helpful. However if your problem is paraphrasing, try ESSAYBOT. It is super helpful because it can detect your sentences. When it finds any of your sentences is a plagiarism, it can notify you and offer you the alternatife sentence (the paraphrase). The same thing is also done by SAS WRITING REVISER.
There are many other platforms but those three that I mentioned are my favorite.

I believe so. In Digital Literacy concept stated by UNESCO, the steps of using it in the teaching learning process include: accessing, understanding, integrating, communicating, evaluating, and finally creating. Started from the step of integrating, students have to analyze the texts that they have obtained. Which text can support their idea, which ones cannot. In this step, constructive analytical skill is rehearsed. The same thing happens to the next steps. They always have to analyze the ideas they have gotten.

In my opinion, elementary school students today are way advanced than those in 90s. I believe the students can follow the steps of Digital Literacy. The challenge is I think for the teachers to provide or guide the students with simple texts to read and the teacher cannot require the product of writing to be too perfect. Let them write what they are thinking after they access, understand, integrate, communicate, evaluate, and finally create their simple writing. When it is needed, they can also use writing platforms for helping them proofread their writing.
