The Fundamental Rights To Freedom Of Expression, And Its Limits In The Indonesian Constitution Universitas Islam Negeri Alauddin Makassar Abstract Freedom of expression is currently under intense scrutiny in various parts of the world. Freedom of expression is also one of the basic instruments stipulated in Article 28 of the Indonesian Constitution. In fact, freedom of expression is often used as material in transgressing the limits of behavior and racist attacks and hoaxes in today^s digital era. This study aims to elaborate the views of the right to freedom of expression in Indonesia with various other countries, as well as to create universal concepts and values for the limits of freedom of expression that can be accepted by the general public. The research method used is normative legal research using a conceptual approach and a comparative approach. As for the results of the research, freedom of expression both in Indonesia and in various other countries provides open space for action, but there are fundamental things behind it that need to be adhered to collectively and universally, the fundamental thing is the limitations and accountability of the impacts arising from freedom of expression. The limitations of expression in this case are hoaxes, racism, hate speech, incitement to riots, and many others, of which these actions have absolute consequences and responsibility.
